Position Information

New Hanover County is seeking an experienced Human Services Program Manager for the Economic Services unit of the Department of Social Services. This position oversees programs that offer state and federal aid and assistance to County citizens, specializing in Medicaid programs. Typical duties include
  • Analyzing the impact of policy on clients and staff and developing plans for implementing change.
  • Preparing reports detailing department and staff activities to aid in the formation of the department budget.
  • Monitoring the availability of funding for specific services.
  • Assisting in the development and evaluation of program goals and objectives.
  • Collaborating with community partners to fully address the needs of clients.
  • Representing the department on various committees and work groups within the County government system and with outside community partners.
  • Providing information regarding department activities to various County agencies and private service groups by addressing media inquiries.
  • Assisting with the preparation of the department budget by assessing current departmental workload requirements, and anticipated program changes.
  • Troubleshooting client-related issues with staff.
  • Ensuring tools, resources, and training necessary are available to correctly assess, instruct, and authorize benefits for all Economic Services Programs.
  • Ensuring that agency, state, and federal standards in eligibility determination are maintained.
  • Instructing subordinate staff on policy interpretations to ensure conformity with regulations.
  • Guiding staff through a strength-based solution-focused process to resolve difficulties that may arise.
  • Initiating community outreach in order to increase participation in all Economic Services Programs and provides community education on all programs available for services.
  • Acting as a point of contact for internal and external audits.
  • Performing work with regular and predictable attendance consistently meeting the scheduling needs as required by the county.

Hours: 8:00 AM - 5:00 PM, Monday - Friday.
Must be available to report for emergency work assignments during emergency situations.

Salary Information:The hiring range for this position is $62,126 - $83,870 plus a competitive benefits package. Salary will be determined based on qualifications, internal equity, budget, and market considerations. The salary range for incumbents in this position is $62,126 - $105,615. Qualifications

Minimum Qualifications
Bachelor's Degree in a Human Services field and five (5) years of progressively responsible experience in human services or economic services, including two (2) years of supervisory experience. Relevant experience may substitute for degree requirements. Must have problem-solving and interpersonal skills sufficient to interact with diverse groups of people, excellent computer skills, organizational skills, and written and verbal communication skills.

  • Knowledge and expertise in economic assistance programs administered by Social Services departments in North Carolina, specifically Medicaid programs and policies.
  • Familiarity with state and federal aid programs and guidelines.
  • Ability to proactively problem solve and apply innovative solutions.
  • Proven experience modeling and supporting effective supervisory practices.
  • Ability to multi-task and meet varying deadlines.
  • Knowledge and experience preparing and monitoring budgets.
  • Knowledge and experience in data analytics and regulatory program evaluation.
  • Ability to generate and interpret reports through NC FAST.
  • Ability to build relationships with stakeholders in the community and across the wider organization.
  • Ability to analyze policy change impacts and develop implementation plans.
  • Experience in preparing detailed reports and monitoring funding availability.
  • Knowledge and experience applying project management skills and techniques.
  • Ability to hold sensitive information with a high level of confidentiality and integrity.
  • Ability to communicate and present ideas in a clear, concise, and professional manner both verbally and in writing.
