Position Goal: Assists the Director of Federal Programs in providing district-wide support and leadership with a focus on effectively utilizing federal funds to enhance district/school improvement efforts and ensure academic achievement for all students.
ESSENTIAL FUNCTIONS: Other duties may be assigned.
The essential functions of this position include, but are not limited to the following fundamental duties:Assist in the completion and submission of district applications for state and federally funded programs. Assists in the writing and submission of proposals for crowdfunding and competitive grant programs and provides technical assistance to schools seeking crowdfunding opportunities. Monitors the approved crowdfunding portal and reviews grant applications to make sure that funding requests represent the District in a positive light. Reviews all intent to submit grant applications received to determine whether they should be advanced in the approval process. Participates in school improvement activities as they pertain to the allowable use of federal funds and program implementation. Reviews and approves timesheets for wages and benefits paid out of federal funds. Assists in coding and approving federal purchase requests from schools. Assists with evaluation of federal programs and initiatives for effectiveness and compliance. Assists in the development and management of federal budgets and provides technical support to school and district staff in the submission of grant proposals. Monitors the implementation of various grant programs and oversees coordination, data collection and reporting to measure the effectiveness of federally funded programs such as, but not limited to, extended day and extended year programs. Assists in the development and distribution of federally-required annual notifications such as, but not limited to, Title I parent letter, non-public invitation to participate, right-to-know letter, etc. Facilitates consultation with nonpublic school officials and oversees the delivery and evaluation of services offered. Completes required fiscal reports for assigned grant projects to maintain a continual flow of federal and state funds. Oversee purchasing, payroll and accounting for assigned grant projects. Monitors and accounts for grant program expenditures to assure legal and contractual compliance. Participates in professional learning opportunities related to federal programs, compliance and grants. Plans and delivers professional development to administrators and staff regarding Federal Programs and the appropriate use of federal funds. Collaborates with the family engagement specialists and parent outreach assistants in planning and delivering Title I parent workshops and annual presentations required by Federal Programs. Performs other duties as assigned by the Superintendent or his/her designee. This job description does not constitute an exhaustive list of responsibilities and management may revise it at any time.

EDUCATION and/or EXPERIENCE: Bachelor's Degree in education, business or other relevant field required. Master's Degree in Educational Management/Administration and/or business-related field is preferred. Five or more years experience in public education and/or related field is required. Prior experience in administration of grants or public funds is preferred.
CERTIFICATES, LICENSES, REGISTRATIONS: Instructional II Professional Certificate is preferred.
LANGUAGE SKILLS:Ability to read, analyze, and interpret financial reports, governmental regulations and legal documents. Ability to write clearly and succinctly for preparation of grants proposals. Ability to respond to common inquiries from staff and funding agencies. Ability to communicate effectively, orally and in writing, at all organizational levels. Ability to effectively present information and respond to questions and concerns from management, support staff, funding agencies and the Board of School Directors.
MATHEMATICAL SKILLS:Ability to work with arithmetic calculations using units of American money. Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to work with mathematical concepts such as probability and statistical inference.
REASONING ABILITY:Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret a variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
OTHER SKILLS and ABILITIES:Ability to apply knowledge of current research and theory in educational administration. Ability to establish and maintain effective working relationships with staff and funding agencies. Ability to communicate clearly and concisely both orally and in writing. Ability to perform duties with awareness of all district requirements, funding regulations and direction from the Directors in Teaching and Learning and/or Cabinet. Ability to apply problem-solving skills. Ability to work independently, prioritize tasks and make-work related decisions. Ability to use technology efficiently and effectively.
