JOB OVERVIEW:
In accordance with federal law, state statute, local ordinances, and Board Policy, the Director of Capital Programs & Facilities oversees, manages and plans the improvement, renovation, maintenance, preventive maintenance, curb appeal and proper upkeep of the district's school buildings, support facilities, properties, sites, grounds, and fixed assets.
The Director of Capital Programs & Facilities oversees, manages and evaluates the district's contracts for districtwide transportation, custodial services, construction management, architect, engineers, and crossing guards, as well as in-house staff of Licensed Technicians, Plant Engineers and Grounds Maintenance employees. This position serves as a member of the superintendent's cabinet and is responsible for strategic planning, continuous improvement and budgeting of maintenance, operations, and bond program initiatives to maintain a high standard of safety, health, sanitation, and preservation of assets for the benefit of students' educational experience and outcomes.
QUALIFICATIONS:
Bachelor's degree in Engineering, Mechanical Engineering, Business Management, or related field preferred; Associates degree required. A minimum of five years' experience in custodial, maintenance, and operations supervision. Certificates in boiler operation, asbestos removal, water testing, HVAC, stormwater management, sanitation, cleaning, and other similar certificates or training preferred. MSBO Certified Facilities Director (CFD) or Certified Operations Director (COD) preferred. Mechanical ability to determine preventive maintenance and repairs needed for the proper operation of all types of district equipment. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, blue prints and procedure manuals. Demonstrated experience in managing and optimizing service contracts and agreements for outsourced services. Excellent writing and communication skills. Effective speaking and presentation skills before groups of internal and external stakeholders, including the Board of Education. Demonstrated leadership that results in teamwork and collaborative working relationships. Ability to define problems, collect data, establish facts, and draw conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form. Ability to establish and maintain effective working relationships with building administrators and staff members. Ability to perform duties with awareness of all district requirements, Board of Education policies, and state and federal laws and regulations. PERFORMANCE RESPONSIBILITIES: Plans and directs the work of all licensed technicians, plant engineers, and grounds maintenance employees involved in the maintenance activities on school properties and related facilities. Determines and initiates the proper action to be taken to effectively and expeditiously complete repairs in accordance with school policy, sound maintenance practices, and priority and urgency of safe operations. Recruits, screens, and recommends employees for hiring. Assigns, supervises, and evaluates the custodial services contract, transportation contract, Supervisor of Custodial Services, licensed technicians, plant engineers, and grounds maintenance employees. Maintains employee schedules of work for each building, and maintains proper supply inventories on hand. Establishes and supervises summer and school recess maintenance schedules. Inspects and maintains district's fire and security alarm systems. Approves and maintains all payroll records for department personnel. Conducts routine and periodic inspections of schools and facilities. Analyzes needs and makes recommendations for procurement of materials and supplies. Prepares specifications and submits cost estimates of proposed work activities. Provides in-service training for licensed techs, plant engineers and grounds maintenance employees on new equipment and work procedures. Conducts safety inspections, accident investigations and training programs to create a safe environment. Participates in the planning and overseeing of district bond issues and building renovations. Develops annual priority list for maintenance of buildings and grounds. Maintains and directs the annual budget of buildings, maintenance, grounds, and transportation. Participates in employee negotiations. Handles grievances from employee groups in consultation with the Human Resources Department. Holds or attends hearings and provides information as requested. Conducts or attends team meetings with staff/leaders/plant engineers and the CFOO. Maintains and provides information to the CFOO for the preparation of reports to the Board of Education and other purposes as requested. Oversees departmental budget, maintaining expenditures within established limits in all areas, including overtime, equipment repair and replacement, vehicle replacement and custodial and grounds supplies. Oversees services of district-designated provider of AHERA (asbestos) services, including scheduling of employee in-services. Ensures district compliance with all state and federal regulations regarding stormwater management. Obtains and maintains in force designations of Industrial Stormwater Certified Operator and Construction Site Stormwater Certified Operator. Attends all Board of Education and Committee meetings as requested by the CFOO. Visits building sites and attends principals' meetings several times per year. Conducts inspections of district premises with outside loss control specialist. Implements changes based on identification of safety hazards. Oversees and implements district preventive maintenance program. Writes bid specifications and implements contracts for annual service contracts. Develops a capital plan for the district infrastructure and physical plant; works with the CFOO to develop annual budgets for repair and replacement. Oversees the district's energy management program. Ensures that the buildings are as efficient as possible with gas, electricity, and water consumption. Tracks energy usage and plan for continuous improvements. Prepares the annual budget for all utilities, including but not limited to, natural gas, electricity, water, and waste disposal. Coordinates the purchase and solicitation for bidding of all utilities including but not limited to, natural gas, electricity, water, and waste disposal. Prepares/conducts DEQ requirements on school district water testing. Handles emergencies in the absence of the CFOO. Performs other tasks as directed by the CFOO. Salary commensurate with experience.
