I. INTRODUCTION
The University of Hawai'i System has impressive strength and breadth in health sciences and medicine. Specifically, the University of Hawai'i at Manoa (UHM) offers more than 50 health sciences-related degrees and certificates across nine colleges and schools including the only medical degree in the Pacific; such programs host the largest social work, nursing, and public health programs in the state of Hawai'i. For example, more than $130 million in
external grants and contracts related to Health Sciences were secured by the university in fiscal year 2022. In addition, the university's clinical learning and care occur in partnership with Oahu agencies and organizations including hospitals, clinics, Federally Qualified Health Centers, private practices, nonprofit healthcare organizations, the Department of Health, the Department of Human Services, the Department of Public Safety, the Department of Education, and facilities that provide care for sheltered and unsheltered houseless individuals and families.
The University of Hawai'i Health Sciences Institute (Institute) developed under the guidance of a steering committee comprised of senior university and community health partners in the State of Hawai'i. The inspiration for the Institute was in large part the role the university played in support of the health and well-being of the state's residents during the COVID-19 pandemic when education, research, clinical care delivery and guidance by university
faculty, learners and administrators supported the development of health policy guidelines, training, and clinical care services and outreach. The overarching goals of the Institute are to establish a structure that provides a one-stop "portal" for information exchange and the unified voice for health sciences, education and research; strengthen and expand the
healthcare workforce in Hawai'i and the Pacific through partnerships and pathways to careers and training supporting transdisciplinary work; effective collaboration with federal, state and local governments and industry partners to reduce health disparities and inequities in Hawai'i and the Pacific; address the impacts of climate change and community health needs to patient care and public policy; and to lead in the convening of researchers, industry professionals, and government leaders to respond to health threats in Hawai'i and the Pacific.
II. DUTIES & RESPONSIBILITIES
STRATEGIC LEADERSHIP
Provide leadership, expertise, and direction in developing and implementing strategies, procedures, and practices to advance the Institute, and build effective working relationships with internal and external groups and individuals.
Develop and articulate a clear and compelling vision and mission for the Institute that aligns with the University's overall strategic priorities and fosters excellence in health sciences research, education, and community engagement.
Lead the Institute as the clearinghouse and one-stop "portal" for information exchange and the unified voice for UH health sciences, education and research, and public health education.
Collaborate with key stakeholders, including Deans, Directors, faculty, researchers, staff, and external partners such as government officials, hospital executives, and community agencies, to identify and prioritize strategic initiatives that drive the Institute's growth, reputation, and fulfillment of its commitment to Hawai'i and the Pacific.
Convene and lead the Health Sciences Council, composed of the heads of the health sciences schools and colleges, and representatives from the state government, the healthcare systems, and the UH System to advise and guide the work of the Institute.
EXCELLENCE ACROSS THE HEALTH SCIENCES
Foster a culture of excellence across the UH health sciences research and education by promoting interdisciplinary collaboration and innovative approaches. Partner with executives including system and Manoa leaders, to achieve the overarching goals and responsibilities to the communities served.
Facilitate and support the development and implementation of collaborative new research, education, and community outreach programs, ensuring responsiveness to the needs of Hawai'i and funding opportunities, and the broad dissemination of research findings.
INSTITUTE MANAGEMENT
Provide effective leadership and management of the Institute's day-to-day operations, ensuring efficient utilization of resources and adherence to budgetary guidelines. Responsible for all aspects of the administrative operations including budget, fiscal and human resources decisions and matters.
Evaluate and implement policies, procedures, and systems to enhance the Institute's effectiveness and efficiency. Manage and supervise the productivity and performance of the direct reports within the Institute and ensure that stated goals are monitored and achieved in compliance with University policies, procedures and practices and within the parameters of the collective bargaining agreements.
FUNDRAISING AND RESOURCE DEVELOPMENT
Lead fundraising efforts to secure external funding and philanthropic support, developing strategic partnerships with industry, government agencies, and private foundations that will further advance the provision of policy and services in the long-term, with the intent for the institute to be self-supporting.
Diversify the Institute's revenue streams and cultivate donor relationships to support research, education, and infrastructure development.
COMMUNITY ENGAGEMENT AND OUTREACH
Lead and promote the Institute's engagement and collaboration with the local community, healthcare organizations, and state, federal, and international government agencies to address public health challenges and contribute to community well-being in Hawai'i and the Pacific.
Establish collaborative initiatives with university and industry leaders that leverage the Institute's expertise to address health disparities and improve health outcomes in the region. expand the healthcare workforce through broad partnerships, efficient pathways to health sciences careers, and expanded opportunities for clinical and practical training and transdisciplinary work.
ADVOCACY AND REPRESENTATION
Represent the Institute in academic, professional, and public forums, acting as a spokesperson for the Institute's mission, achievements, and contributions to health sciences, and to government, legislative, higher education, industry, private and other relevant executives, and organizations.
Advocate for the Institute's interests and funding needs at the university, state, and national levels.
Convene researchers, industry professionals, and government leaders to assess, collaborate, and respond to emerging and ongoing health challenges in Hawai'i and the Pacific.
Perform other related duties as required.
III. MINIMUM QUALIFICATION REQUIREMENT
1. An advanced degree in a health sciences-related field or an equivalent combination of education and work experience.
2. Minimum of five (5) years of leadership experience in a higher education academic or research institution or the health sciences industry that demonstrates a track record of successfully managing complex organizations and teams supporting interdisciplinary work.
3. Demonstrated comprehensive knowledge of the principles and practices of related health science disciplines in support of community systems, programs and services.
4. Demonstrated knowledge of current strategies and best practices and proven record of developing and executing cross-disciplinary strategic plans, setting ambitious goals and objectives to drive organizational growth and impact, and executing systems and programs that achieve mission and goals.
5. Strong demonstrated fundraising and resource development experience and results, including a record of securing external grants and donations.
6. Demonstrated, effective analytical and communication skills, with the ability to engage effectively with the full range of diverse stakeholders, build and foster collaborative partnerships, and execute with high level of achievement.
7. Demonstrated commitment to fostering diversity, equity, and inclusion in all aspects of the Institute's operations and activities.
