POSITION OVERVIEW
SteerBridge seeks a dedicated full-time Sr. Construction Contract Specialist with expertise in the Federal Acquisition Regulation (FAR) to join our team. This remote role may require onsite presence at Department of Veterans Affairs Network Contracting Office 6 in Hampton, Virginia. In this position, you will manage and negotiate federal contractual agreements, ensuring all contract management procedures comply with FAR regulations while directly supporting a Government Federal Agency. Your responsibilities will include analyzing contracts, communicating with stakeholders, and contributing to the successful development and implementation of federal construction programs.

COMPENSATION
$105,000.00 to $125,000.00 annually.

PROFESSIONAL QUALIFICATIONS
- Minimum of eight (8) years verified federal construction contracting experience.
- Knowledge of FAR and/or VAAR-based procurements in Construction and A&E specialized areas.
- Experience with all acquisition functions in accordance with the Federal Acquisition Regulations (FAR).
- Must possess demonstrated full and complete understanding of all aspects of the acquisition cycle, including the requirements definition, acquisition planning, solicitation management, source selection, negotiation, contract award, contract administration and contract closeout phases.
- Experience in all pre-award procurement functions including, but not limited to:
- Market research/analysis to determine availability of the requirement.
- Preparing contractual documents such as solicitations, awards, and related documentation using the Electronic Contract Management System (eCMS);
- Coordinating with requiring activities, industry, and other stakeholders; and
- Completing contract files with the appropriate documentation to comply with the agency's applicable procurement regulations and guidance.
- Experience in post-award procurement functions including, but not limited to:
- Preparing contract modifications, tracking contractor performance for compliance with terms and conditions of contracts;
- Preparing letters, memoranda documents, or reports that support contractual actions or recommendations for contracting officer approval and signature and contract close-outs.
- Must be proficient with Microsoft applications including Word, Excel, Outlook, PowerPoint, and Teams.
- Experience with eCMS, CPARS/PPIRS, SAM, GSA eBuy.
RESPONSIBILITIES
- Support the procurement of construction and architectural-engineering services.
- Assist Contracting Officers with procurement activities to include all procurement phases.
- Assist in the writing of requests for proposals (RFPs) for complex procurements and the development of the supporting contract documentation.
- Develop contract line-item structures, reduce technical requirements into logical frameworks and unambiguous specifications and Statements of work, lead development of evaluation criteria and evaluation schemes and incorporate unique contract clauses.
- Develop the requisite planning and justification documentation for approval of the major procurements and will support and defend the procurement to approval authorities.
COMPENSATION
$105,000.00 to $125,000.00 annually.
