Summary:

Yorktown Systems Group, Inc. is seeking a qualified Battlefield Effects (BFE) Lead to provide professional services and mission support to the U.S. Army Joint Readiness Training Center (JRTC) located at Fort Polk, Louisiana. Mission Support services for the JRTC, one of the US Army's Combat Training Centers, entails providing realistic, graduate-level collective training experience at the Brigade Combat Team (BCT) level with the primary objective of training light infantry, airborne, air assault, rangers and other special operations units. Historically, the JRTC has hosted rotational exercises for US Army motorized and mechanized formations, as well as select units from the US Marine Corp, US Navy or US Air Force.

The JRTC typically hosts ten standard rotational exercises each Fiscal Year (FY). Typical standard rotational exercises are designed based on a 14 calendar day training period with 18 calendar days of Live Fires typically starting prior to Force on Force (FOF) and running concurrently during the fourteen (14) training days. The standard training exercise is scripted and typically based on any combination of offense, defense, and stability operations. Standard rotations take place in a generic region with scenarios and Opposing Forces (OPFOR) threats based on the Decisive Action Training Environment (DATE). Rotational Training Unit (RTU) missions conducted during standard rotations are generally in direct alignment to the RTU's standard Mission Essential Task List (METL) and training objectives.

Specific duties may include, but are not limited to:
  • Provide BFE replication and indirect fire marking 24 hours a day from T1 through Change of Mission for each rotation.
  • On occasion, limited indirect fire marking may be required by the Government as early as R9-R10.
  • Shall move (either on foot, ATV, vehicles, and/or HMMWVs) to specified locations and employ a simulator, training device, or pyrotechnic to replicate the specified BFE without degrading operational tempo.
  • On occasion, not more than six times each year, limited BFE support may be required at out-stations within a 200 mile radius of Fort Polk as required by the Government.
  • Provide effects that replicate the results of direct or indirect fire, Army attack aviation, minefields, secondary burn, chemical weapons, terrorist events, obstacles and explosives.
  • Coordinate and schedule with the Fire Support Cell (FSC), Aviation and Engineers prior to implementation.
  • In the absence of an OCT as described in the exercise rules of engagement and at the direction of the FSC, Contractor firemarkers shall assess casualties in accordance with FSC guidance/EXROE.
  • Report all Battle Damage Assessments (BDA) to the FSC prior to moving to subsequent missions.
  • Shall not mark any other missions until all BDA is reported.
  • Additional tasks shall include but not limited to the following:
    • operating a vehicle
    • performing appropriate level maintenance on GFP
    • practicing of fire prevention and suppression techniques, reading a map, using global position system (GPS)
    • communicating on tactical or non-tactical radios using government approved radio-telephone procedures.
  • Provide pyrotechnic training to OCT's when requested

Required Qualifications:
  • Must be a U.S. citizen.
  • Must possess, at a minimum, experience in either the government or private sector at comparable levels of scope and responsibility as the JRTC MSC.
  • Must possess supervisory experience in managing all aspects of a distributed special effects operational program involving the use of standard and non-standard pyrotechnic devices.
