Basic Function of the Position:
Plan and direct the health and safety programs of the district, as required by federal, state and local mandates. Provide coordination for facility and site improvement projects by working closely with district personnel, professional consultants and contractors. Utilize district construction standards to ensure improvement projects are completed in a quality manner, on time and within budget. The Facilities and Grounds Manager has responsibility for overseeing all aspects of facilities management, including personnel for assigned buildings.
Duties and Responsibilities:
  • Develop and implement policy, methods and procedures that ensure the health and safety of the district employees, students and other users of District properties.
  • Develop and present training programs and presentations as necessary.
  • Develop, maintain and refine a multi-million dollar budget for Long Term Facilities Maintenance/Health and Safety to ensure that the financial accounting and reporting is accurate.
  • Utilize building plans to coordinate fire evacuation and severe weather shelters with principals.
  • Work with building personnel, including principals, building engineers, and district maintenance engineers to identify facility needs involving efficient utilization of current space, future maintenance and construction projects.
  • Assist in the development of district standard guidelines for construction details and building materials.
  • Collaborate with district personnel, architects, engineers and consultants to develop plans and specifications to address District needs in the most efficient, cost effective manner.
  • Oversee assigned construction projects to ensure budget and schedule are adhered to, as well as quality of materials and workmanship are utilized.
  • Communicate to all stakeholders on project status including schedule, changes, cost, impact on facility users, and concerns.
  • Ensure proper record keeping including collection, organization, processing and archiving of documents such as permits, change directives, pay applications, warranties, and all other project related documents.
  • Foster an attitude of support and team work among all parties associated with the facility improvement process.
  • Demonstrated experience and proficiency working with a culturally, ethnically, racially and socioeconomically diverse school community is preferred.
  • Administrative Responsibilities:
  • Manage the ADA/Health and Safety responsibilities for all district facilities and grounds.
  • Respond to alarms and emergencies at all hours of the day and night.
  • Recommend the hiring, promotion, discipline and/or dismissal of building engineers, maintenance and custodial employees.
  • Directly supervise building engineers, maintenance and custodial employees.
  • Perform other administrative duties and assume other responsibilities as assigned or ostensible.
  • Education and/or Experience:
    Bachelor's degree required, master's degree preferred. Administrative experience in facility management, health and safety compliance and construction management.
    Communication Skills:
    The Facilities and Grounds Manager must possess excellent writing and verbal language skills to properly communicate with the School Board, administrators, staff, students, residents, enforcement agencies and municipalities among others. Must possess skills to develop professional presentations and training, as well as the ability to communicate needed information to stakeholders.
    Reasoning Ability:
    The Facilities and Grounds Manager must have a strong reasoning ability to make decisions on a variety of issues. This position requires the ability to work on multiple tasks simultaneously and be able to prioritize. Decisions must routinely be made based on factors such as public safety, cost effectiveness, community satisfaction and district policy.
