Description:
Under the direction of the Director of Community Engagement, the Manager of Early Childhood provides leadership, vision and direct supervision of the early learning programs working in cooperation with the ECSE Coordinator. The Manager also works in cooperation with the District's Teaching & Learning Department to determine and be accountable for appropriate kindergarten readiness objectives. The Manager administers the ECFE, Parent Education and all School Readiness programs. Proposes other early learning programming needs as identified through on-going continual improvement mechanisms. The ECFE programs are designed for children aged birth to kindergarten and their parents/guardians with on-going transition and support into kindergarten. The Manager also serves as a member of the Community Education Leadership Team.
Job Summary:
Design, promote, implement, evaluate and maintain quality Early Learning and Family Education programs that engage children and parents (families/guardians) in learning that improves educational outcomes for young children and their success in school and life. Administer programs including, but not limited to Early Childhood Family Education, School Readiness (Discovery Learning), Early Childhood Screening. Initiate programs, based on assessment of community needs, survey of parent needs, evidence based practices, that reach all demographic groups in the District. Establish, implement, evaluate specific and unique programs that reach at risk populations, including but not limited to, home visiting, behavior intervention and support for families, Young Parent Program, Single Parent Program.
Continually evaluates existing building programs, practical and curriculum content; develops building evaluation methods to monitor existing programs; utilizes test results and evaluation results to make appropriate decisions about program needs; and provides leadership to staff in developing and implementing program needs and plans so that there is properly implemented curriculum which will facilitate optimum educational and personal development of students. Hire, supervise, create work schedules and evaluate all licensed and non-licensed staff in the Early Learning and Family Education programs. Develop and implement staff in-services. Provide leadership and coordination in the development of curriculum, implementation of instruction, assessment of student progress, intervention strategies for insuring student success.
Supervise and evaluates all professional staff according to established policy such as: assists professional staff in developing annual job target goals; provides concentrated observation and assistance annually for probationary staff and conducts periodic observation of tenure teachers; maintains observation and conference records and prepares written appraisal reports; and provides ongoing supervision and development of professional staff through regular contacts throughout the work setting. Provides advice and counsel, corrective intervention, and discipline as appropriate so that professional instruction delivered within the school is consistent with School District objectives. Directs the administration of the total early childhood program including program planning, school scheduling, budgeting, inventory, student discipline, building maintenance, report generation, etc. and develops and implements appropriate policies and procedures in these areas. Develops faculty and staff leadership and administers in a manner that develops and maintains an effective school climate so that there are optimum school operations meeting the needs of students and staff consistent with School District objectives. Plan for and determine funding for programs from various state, district, fee/tuition, grants, or other sources. Determine program needs, develop and recommend budgets for all programs, administer and monitor program budgets and expenditures. Administer an annual budget of $2,000,000. Establish and maintain an effective and active ECFE and School Readiness Advisory Council, Advisory Council Leadership Team and Council committees. Engage parents in advising, evaluating, promoting the early childhood programs and in developing lifelong leadership skills. Coordinate with Special Services and School Readiness staff to develop integrated programs and services. Provide leadership in the organization, collection, management, analysis and interpretation of data: student growth and development data, program goals, participant data, state reporting data ( ECFE, School Readiness, Early Childhood Screening, MARSS, Immunizations) Participate on District and department committees and leadership teams.
Coordinates and facilitates school programs, policies, and procedures with Elementary school principals, School District staff, The Director of Community Education, the Assistant Superintendent of Schools, and the Superintendent of Schools in such areas as building operation, curriculum development, program funding, and school activities and events. Pursue grants and develop new programming to better meet the needs of families and children. Coordinate volunteers in program, outdoor classroom. Develop partnerships, Fairview Hospital - Project REACH, Sherburne Wildlife Refuge. Performs other duties of the same or similar nature as assigned.
Qualifications:
1. A Bachelor's Degree in Early Childhood Education, ECFE or Parent Education and minimally five years of teaching experience in Early Childhood Education, Parent Education or ECFE and administrative experience in Early Childhood Education or Elementary Education.
2. A license in Early Childhood Family Education, Early Childhood Education, Parent Education or PreK-3 required.
3. Administrator Licnese, preferred.
4. Possess demonstrated leadership qualities.
5. Experience budgeting, prioritizing, and forecasting revenues and expenses using spreadsheets, written narratives, and presentations in a self-sustaining budgetary environment.
6. Experience supervising the work of others.
7. Proficient in Microsoft Office products or Google Suite
8. Must have excellent written and oral communication skills with the ability to communicate effectively to a wide variety of audiences.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Ability to develop a staff team and department structure that will enable the department to grow and develop programs that address the needs of the school district, local community and best practices. Knowledge of teaching principles practices, techniques and approaches. Knowledge of parent education, child development theories and developmental stages and needs, particularly with children birth to before kindergarten. Knowledge of Response to Intervention, Professional Learning Communities, Effective Schools. Knowledge of computer programs and systems: Online Registration Systems, MDE state reporting, MARSS Early Education Identification, desk top publishing, AESOP, True Time, state immunization data base, Skyward, spreadsheets, surveys, Google, Word. Ability to supervise, organize, and review the work of assigned staff involved in the development and administration of ECFE programs, services and classes. Good interpersonal skills, commitment to teamwork, collaboration, and facilitation of team effectiveness. Ability to recommend and implement goals, objectives, policies and procedures for providing quality ECFE classes and programs Ability to develop constructive and cooperative working relationships with others, encouraging and building trust, respect, and cooperation among team members. Ensure that programming stay within agreed upon budgets and timelines. Understand, interpret, and apply federal, state, and local policies, laws, and regulations.
