TITLE: Personnel Director
REPORTS TO: Superintendent
EMPLOYMENT TERM: 261 days QUALIFICATIONS:Minimum of Master's Degree in school administration with five years of experience in administrative positions that included personnel management responsibilities. Documented Positive evaluations. Prior experience that indicates ability to work cooperatively and effectively with others and to work effectively as a member of an educational team. Demonstrated knowledge of laws and policies related to personnel, including WV Code, EEOC and ADA guidelines. Ability to handle confidential information with extreme care. Effective written and oral communication skills necessary for maintaining effective relationships with school system and community. Good mathematical and research skills with attention to detail. Demonstrated ability to perform multiple office operations in a highly organized, accurate, and professional manner. Successfully meet employment requirements. May include, but not limited to, credit rating and criminal history checks. Knowledge of organizational relationships associated with coordinating the responsibilities of the position to the needs of the school system. Personal qualities to maintain positive work habits. Must be able to work in a fast paced and multi-task environment. Ability to work independently make decisions and access resources as needed. Must have completed or complete all necessary required training within four weeks of assuming role to serve as Compliance Officer for Mason County Schools including required Title IX training. Other qualifications as deemed necessary by the Superintendent.
MAJOR DUTIES/RESPONSIBILITIES:Direct procurement and assignment of Service Personnel. Serve as a Compliance Officer for Mason County Schools. Update Mason County Schools Policy Manual on a regular basis, including developing Administrative Guidelines as needed. Maintain application forms that obtain information necessary to facilitate initial screening and final recommendation for appointment. Maintain and update a master file of job descriptions for Service positions, including all extracurricular positions. Coordinate the procedures for posting of vacancies with appropriate job descriptions; accepting bid requests in a timely and accurate manner including on-line application process. Coordinate procedures for testing of all service employees. Maintain an organized system to identify applicants by classification and certification area. Coordinate and conduct interviews of applicants. Make decisions involving substitute staff selection. Provide notification to persons whose names appear in Board Agenda in an accurate and timely manner; includes notifying all applicants that did not obtain positions. Prepare all Personnel employee Board Agenda items and provide correspondence in an organized, systematic, and accurate manner. Insure that seniority records for Personnel are maintained in an accurate and organized manner. Includes required posting of Seniority List as required each school year. Maintain an organized system to identify, track, and control employees on transfer, preferred recall list, leave-of-absence (including FMLA,) and unassigned. Maintain a good operational knowledge of West Virginia School Law, West Virginia Board of Education policies, Mason County Board of Education policies, and administrative regulations as related to Personnel. Adhere to State and County rules, policies, and regulations. Insure that all statutes, policies, and regulations related to procurement and assignment of staff, reductions-in-force and transfers are observed. Coordinate in-service training and orientation for new Personnel. Maintain statistical and staffing records and prepare data that assists in determining future staffing needs. Insure that Personnel records/files are accurately maintained and secured.
Work closely with staff to insure all Personnel meet classification and license requirements. Coordinate reclassification process for Personnel.
Implement and monitor the procedure to annually update job responsibilities for all service employee positions. Work closely with all department to determine the dates and staffing needs of All Summer programs. Develop and monitor processing of regular, extra-curricular, and special contracts for Personnel. Coordinate employee appraisal program for Personnel. Coordinate in-service on staff appraisal for employees, evaluators, and improvement team members. Develop, distribute, and maintain evaluation handbook, appraisal forms, and other material related to Personnel employee appraisal. Implement all mandates of Board Policies 3220 and 4220, "Staff Evaluation." Assist evaluators with improvement plans, observations, and documentation. Coordinate, as needed, the selection and training of persons serving on improvement teams. Stay abreast of State Department of Education and state legislative changes and developments in staff appraisal. Attend workshops and seminars related to appraisal of employee performance. Assist in the development of policies and regulations as related to staff appraisal. Maintain a review process that assures that all Personnel are appraised on performance strengths and weaknesses. Direct, perform, and/or support various administrative tasks. Assist with computerized substitute calling system, assuring that substitute Personnel are procured and assigned for maximum utilization of talents and abilities. Coordinate and maintain an organized file system of Substitute Personnel to insure they are properly screened and salary schedules are properly assigned and updated.
Coordinate the process to appraise job performance of Substitute Personnel and meet with personnel if performance is less than satisfactory. Monitor substitute work records and regularly notify those not accepting job assignments. Provide documentation needed and proceed with termination procedures for Substitutes refusing to work. Serve on the approval chain for the release of Personnel to attend association activities. Serve on committees to address personnel issues, and attend meetings and conferences on personnel related topics. Respond to questionnaires, surveys, and requests from research organizations, and individuals. Maintain and provide personnel data as required for state, federal, and county reports and studies. Verify personnel on the State Certified Report for Personnel. Certify salary classifications and salary adjustments of Personnel employees to the business office. Maintain office practices that secure confidentiality of personnel information. Provide leadership in fostering employee growth and development. Assist to implement and maintain employee assistance and employee attendance programs. Supervise and evaluate job performances of assigned staff in personnel office. Develop, maintain, and annually update employee handbooks for Personnel and Substitute Personnel. Conduct research projects as deemed necessary. Attend Board meetings when information concerning personnel matters is presented or as deemed necessary. Insure mandates are implemented and carried out, as set by West Virginia Code, West Virginia Board Policies and Regulations, Mason County Board policies, hearing examiner, court decisions, and interpretations that are related to responsibilities of the Personnel Department. Notify employees that have exhausted all paid leave each payroll period. Insure that employees receive counseling and information related to retirement program.
Maintain forms and information on employee grievance process. Assist or as designated set up grievance hearings, notify all parties involved, of dates and times of hearings/meetings, and maintain correspondence concerning individual grievance claims. Assist or as designated work with designated legal counsel concerning grievances and other personnel issues related to school laws. Attend employee grievance conferences and hearings, and if need be, circuit court hearings. Provide information to Employment Office concerning individuals' claims for unemployment benefits, and attend unemployment claims hearings. Work with Director of Communications closely in disseminating information to the news media concerning Board of Education issues. Dress appropriately and demonstrate dependability, tact and courtesy. Exercise self-control and work cooperatively with others. Must be trustworthy and assure confidentiality of information. Provide proper care, protection, maintenance, use and storage of supplies, equipment and property. Work independently on job responsibilities, and maintain an organized, neat and attractive work station. Other duties as may be assigned by the Superintendent that relates to personnel management, policy, or Compliance Officer duties.
