Examples of Duties

Job Purpose
The purpose of the Board and Commissions Manager is to provide ongoing support to all boards and commissions within Baltimore County's Department of Economic Development; provide oversight of membership, board composition; develop work plans and meeting agendas for all boards and commissions consistent with the County Executive's priorities and the County's Enterprise Strategic Plan; assist with the administrative functions of board/commission membership (appointments, exits, compliance etc.) in coordination with the appropriate County staff and the Executive's office.

Essential Job Duties
  • Develops a work plan for each board and commission consistent with the County Executive's priorities and the County's Enterprise Strategic Plan, including:
    • Planning meeting schedules and agendas
    • Preparing meeting materials
    • Securing meeting presenters,
    • Providing staff support
    • Following up on assignments and decisions made at meetings
    • Drafting minutes
  • Serves as a liaison between Department leadership and board and commission leadership to ensure the Department is aware of board and commission work and priorities and to ensure the boards and commissions are aware of Department initiatives
  • Develops and maintains processes and systems needed to enable good governance in support of all board/commissions, including:
    • Monitoring board and commission member participation
    • Developing transition plans to ensure board and commission members rotate on and off of boards and commissions smoothly,
    • Ensuring boards and commissions reflect the diversity of the County
    • Ensuring board and commission membership comply with existing laws and policies

Qualifications

Education and Qualifications
Graduation from college or university with a bachelor's degree;
Plus
At least five years in an administrative or program manager role required.

Conditions of Employment

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Flexible Spending Accounts
Opportunity to set aside pre-tax dollars, through payroll deduction, for eligible unreimbursed medical care expenses and/or dependent care costs.

Life Insurance
In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.

Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
