Summary:
Supervises the NJ TRANSITs environmental permitting program and manages support staff.Specific permitting functions include managing the NEPA and/or EO 215 environmental review process, Section 106 of the USDOI standards, US EPA, USCG, USACE and various state DEP environmental permitting programs.

Summary:
Supervises the NJ TRANSITs environmental permitting program and manages support staff.Specific permitting functions include managing the NEPA and/or EO 215 environmental review process, Section 106 of the USDOI standards, US EPA, USCG, USACE and various state DEP environmental permitting programs.
Roles and Responsibilities:
- Supervises subordinate staff and leads permitting efforts for both major and minor projects for Capital Programs, Rail, Surface Transit or Police departments.
- Serves as point-of-contact with regulatory agencies regarding permit acquisition, permit compliance and permit applicability.
- Supports the departmental budgeting process by providing detail on permitting and compliance costs.Supports subordinate staff in generating independent cost estimates and scopes of work for consultant support for permitting and project support including compliance reviews, field sampling and agency coordination.
- Coordinates environmental project management meetings with appropriate staff and serves as permitting lead for various projects.
- Manages consultants engaged in permitting efforts.Evaluates change orders, reviews technical questions, and advises contract administrator/project manager of same.
- Ensures compliance with existing environmental regulations.Alerts supervisor/project manager of potential compliance issues that may delay project progress.
- Works with Department members to ensure that environmental records are properly maintained according to Corporate Records Retention policy.
- Performs environmental compliance audits of assigned NJ TRANSIT facilities.Participates in the departments oncall spill response program.Provides support on other environmental projects/initiatives as directed.

Education, Experience, and Qualifications:
- Bachelors Degree in Engineering/Environmental Science or related field
- Ten (10) years of applied progressive experience.Advanced degree in one of the above related fields may be substituted for one (1) year experience
Preferred:
- P ermitting and project management experience
- HAZWOPER 24/40 HOUR Trained
- Environmental Management Certification (CEM or related)
Knowledge and Skills:
Essential:
- Ability to work with all levels of management and staff
- Strong verbal and written communication skills
- Detail-oriented
- Proficient in office software products in common use
Preferred:
- Experience working with and corresponding with environmental regulatory agencies
- Ability to advocate for NJ TRANSIT positions regarding permitting requirements for all projects
