AFRL/PZL seeks to hire a DO-1102-03 Supervisory Contract Specialist to serve as the Chief of the 711th Human Performance Wing Contracting Branch.

Position duties include, but are not limited to:

• Plans and organizes the activities of the 711th Human Performance Wing Contracting Branch.
• Ensures contracting actions comply with legal and regulatory requirements and meets customer needs.
• Plans, organizes, directs, coordinates and controls office resources and develops goals and objectives for the Branch.
• Establishes policies and procedures for efficient and successful accomplishment of the acquisition to include planning solicitation, negotiation, source selection, award, administration,
  and termination of contracts and the efficient use of resources to achieve "best value" outcomes.
• Plans and schedules work in a manner that promotes a smooth flow and even distribution.
• Coordinates plans and schedules with other Branch Chiefs and customers.
• Identifies need for changes in priorities and takes effective and timely action to implement such changes.
• Provides supervisory personnel management responsibilities.
• Assigns work to subordinate supervisors and employees such that the experience, training, and abilities of the staff are effectively utilized to meet customer needs.
• Advises employees regarding policies, procedures, and directives of management.
• Represents the Contracting Division with a variety of installation and business organizations.
• Establishes, develops and maintains effective working relationship with contractors, business and industry representatives, customer organizations, federal, state and local
  government officials and allied organizations such as financial management, HQ AFMC/JA, etc.
• Participates in special projects and initiatives, and performs special assignments.

Required Qualifications

• United States Citizenship
• A Bachelor's degree from an accredited school
• Ability to obtain and maintain Top Secret clearance
• Drug testing is required
• File annual financial disclosures (OGE 450) to ensure there are no conflicts of interest in the performance of these duties
• One (1) year of specialized experience at the next lower grade (DO-02 or equivalent). Examples of specialized experience include: Leading teams in determining appropriate method of procurement using a wide range of contracting methods and contract types; preparing final contract to include appropriate standard clauses and special provisions, final pricing and payment terms, and incentives; or executing post-award contract performance management actions on assigned contracts.

• Intermediate Developmental Education (IDE) or Senior Developmental Education (SDE) courses is desired
