The Role

The purpose of this position is to manage and oversee the Accounting, Fleet and Facilities Divisions. This role coordinates the efficient operation and management of the City's internal functions of accounting, transportation and building services. The leader in this role will assess operational and budgeting needs, perform highly technical financial tasks, and maintain strong accounting controls for all the City's financial transactions. The position will also champion the culture of their divisions. Capital project review, program and grant reporting, analyzing data and presenting at Council meetings will be common.
Essential Job Functions

  • Manages the Accounting Division which includes Billing, Accounts Payable and Financial Reporting. Manages the internal service divisions of Fleet and Facilities, assisting with budgeting, reporting and project management. Supervises departmental staff, prepares performance reviews, and provides training for new processes.
  • Prepares the Division's annual budget requests. Reviews new laws, ADA Compliance, records retention, accounting principles and internal procedures. Makes debt service payments. Prepares annual unclaimed property reports. Responds to external customers and vendors who request intervention beyond the Billing Supervisor, Facilities Manager, Fleet Manager and/or Accounting Manager.
  • Coordinates the external audit, writing disclosure information for financial statements and assigning duties to staff to achieve timely completion for Council approval and award submittal.
  • Acts as Director of Finance during absence. Assists departments with questions related to accounting, budgeting, equipment replacement, facility operations and improvements.
  • Maintains the City's banking and merchant account relationships, reviewing bank reconciliations. Serves as one of four bank signatories.
  • Bachelor's degree from an accredited college or university in Finance, Accounting, or a similar field is required. Master's degree from an accredited college or university in Finance, Accounting, or a similar field is preferred. Three (3) to five (5) years of related experience is required. Experience in a municipal finance department is preferred.

Education and Experience

  • Bachelor's degree from an accredited college or university in Finance, Accounting, or a similar field is required.   • Valid driver's license with good driving record and ability to maintain while employed is required.
  • Certified Public Accountant or Certified Government Finance Officer is preferred.
  • Employment is conditional upon successful completion of a criminal background check, drug and alcohol test and a motor vehicle review.

Knowledge, Skills and Abilities

  • Knowledge of Generally Accepted Accounting Principles and Generally Accepted Auditing Standards related to municipal budgetary administration and program development.
  • Knowledge of preparation and development of the Comprehensive Annual Financial Report.
  • Knowledge of accounts payable, accounts receivable, financial reporting and complex general ledger systems.
  • Knowledge of computers and related equipment, hardware and software for development and tracking of financial information.
  • Knowledge of cash management practices and principles.
  • Knowledge of the preparation, submission and receipt of RFP's. Knowledge of municipal audit practices and procedures.
  • Knowledge of City policies and procedures.
  • Skill in effective oral and written communications.
  • Skill in developing, implementing and enforcing municipal budgetary regulations, practices and procedures.
  • Skill in tracking, monitoring, and reviewing payroll calculations and related reports.
  • Skill in negotiating, mediating and resolving differences in municipal auditing practices, implementing corrective measures based on audit findings, and presenting alternatives to accounting procedures to best meet the City departmental budgetary needs.
  • Skill in monitoring and managing the City's multiple bank accounts and banking relations.
  • Skill in planning, developing and implementing departmental procedures and objectives.
  • Skill in effectively supervising and delegating duties to assigned staff.
  • Skill in use of computer software packages such as Microsoft Word and Excel.
  • Work requires supervising and monitoring performance for a regular group of employees or department including providing input on hiring/disciplinary actions and work objectives/ effectiveness, performance evaluations, and realigning work as needed.
  • Final decisions regarding policy development and implementation are made and/or recommended. Interaction with others outside the organization requires exercising participative management skills that support team efforts and quality processes.
  • Normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Special projects are managed with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.
  • Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization-wide. Independent judgment and decision- making abilities are necessary to apply technical skills effectively.
  • This position oversees budget preparation of a division or department budget. Reviews and approves expenditures of significant budgeted funds for the department or researches and prepares recommendations for organization- wide budget expenditures.
  • Advanced ability to comprehend literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Intermediate ability to deal with system of real numbers, practical application of fractions, percentages, ratios, proportions and measurements.
  • Advanced ability to prepare editorials, journals, speeches, manuals, or critiques.
