Title: Manager III, Procurement Capital Projects
Under general supervision, performs professional work of unusual difficulty and complexity in the preparation and development of contracts for non-capital and capital goods and services as well as a wide range of contracting procedures, methods and contract types; including but not limited to: sealed bids, negotiated agreements, fixed price agreements, cost contracting and independent contractor agreements. Provides leadership through the direction, administration and maintenance of the District's Procurement policies, practices and procedures for compliance in accordance with applicable Board policy and federal, state, and local regulations for the Capital Improvement Program (CIP).
Essential Functions:
The following duties are representative for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Tasks and responsibilities will be in concurrence with implementing the Strategic Plan and Aligned Management System. Other duties may be required and assigned.
MINIMUM QUALIFICATIONS
Bachelor's Degree or equivalent completed college coursework from a Professional Standards Commission approved accredited college or university is required.
Minimum of five (5) years in education or government industry with at least three (3) years of progressive managerial/administrative level experience is required.
CERTIFICATES, LICENSES, PERMITS
Certified Professional Public Buyer (CPPB) by the Universal Public Purchasing Certification Council or equivalent required. Must obtain Certified Public Procurement Officer (CPPO) certification within two (2) years of initial hired date in position.

- Supervises RFP and bid submittal process, including issuance of all associated addenda; reviews architectural drawings and specifications for contract compliance.
- Procures and supervises the timely procurement of supplies, equipment and services needed for the CIP in accordance with DCSD's procurement policy and all other applicable federal, state and local laws, regulations, policies and procedures.
- Delegates authority and assigns work to subordinate staff commensurate with their qualifications and existing workload. Review the work of staff to ensure compliance with applicable laws, policies and procedures.
- Conducts training of employees in the procedures and techniques required in the performance of their duties. Assist staff by providing technical guidance and direction.
- Research market sources and vendors to locate and ensure the most cost-effective and competitive pricing for the purchase of supplies and services. Prepare and issue solicitation documents. Receive and review solicitations for responsible and responsive determination; develops and manages complex/critical bids, request for proposals, request for qualifications, request for quotes and requests for information, sourcing efforts, procurement contracts, and work authorizations based upon market trends and analyses.
- Formulates, in conjunction with the user departments, strategic procurement plans for CIP in order to maximize buying power and minimize inefficiencies. Continuously review policies and procedures governing procurement in order to make recommendations to improve upon and standardize the processes
- Assists in decisions regarding hiring, discipline and promotion of subordinates; review performance reports prepared by subordinates and rate employee's performance
- Assist user departments with bid specifications and other necessary documents for capital and noncapital projects throughout the district
- Confers with the Contract Management Department in all aspects of contract administration including but not limited to certificates of insurance, bonds and all related bid documents
- Confers with outside legal counsel to ensure compliance with district procurement policy and other applicable federal, state and local laws, policies and procedures
- Prepares Board of Education agenda items related to the procurement of all professional and general contracting services for CIP
- Performs other duties as assigned
