Position Purpose
Responsible for providing leadership, planning, developing, managing, monitoring and evaluation of the District's grant programs including local, state, and federal grants, state compensatory education programs, and other grants. Ensures that all grant activities are effective, efficient, and in compliance with all state and federal requirements and local Board policies. Ensures that programs are evaluated in compliance with state and federal guidelines as well as internally through an Academic Return on Investment (AROI) process. Serve as a thought partner with District and campus instructional leaders to foster and cultivate a culture of innovation in serving students with strategic use of grant funds. These leadership functions enable the District to continually seek and use state and federal entitlement funding and other types of grants to meet the needs of the students, staff, and administration.

ESSENTIAL JOB FUNCTIONS
Grants Development
- Provides leadership for the District's grants activities for all discretionary state, federal, and local grants including needs assessment, goals, expected outcomes, and projects funded through grants to ensure a central oversight of all projects funded through discretionary grants.
- Leads the departmental activities in planning, oversight, monitoring, and implementation of all grant-funded projects including coordination and management of resources from a variety of sources including special revenue, entitlements, and gifts.
- Employs excellent communication skills including the ability to lead staff to provide information in an understandable format on compliance matters.
- Supports the District's strategies and specifically develops procedures and a customer service culture that supports grant development activities with internal and external stakeholders.
- Establishes and cultivates collaborative processes to obtain input from District and campus-level administrators related to instructional needs for grant funds.
- Networks, implements partnerships, grows relationships, and garners resources to strengthen grant development and implementation.
- Provides leadership in the alignment, coordination, and implementation of plans for utilization of local, state, and federal grant funds, and state compensatory education funds.
- Oversees and supports the establishment of performance measures, monitoring results, and evaluation of the efficacy of all Special Revenue grant programs.
- Reviews the Federal Register, Texas Register, professional journals, and other publications for the announcement of grants and other funding sources and disseminates to administrative staff.
- Coordinates proposal development process for state, federal, and private funding opportunities.
Program & Financial Management
- Provides technical expertise related to grant management guidelines, utilization of funds, compliance issues for both discretionary and entitlement programs for consistency, and coordination, ensuring compliance with the Education Department General Administrative Regulations (EDGAR) and alignment with the District Improvement Plan.
- Serves as primary liaison between District, schools, and grantors such as the Texas Education Agency (TEA).
- Demonstrates responsible fiscal control over assigned program budgets by regular monitoring procurement and payroll activities.
- Directs support to campuses and departments with conducting and documenting the comprehensive needs assessment; develops budgets and improvement plans for federal and state compensatory education funds.
- Oversees and supports the implementation of AROI procedures districtwide and annually develops an AROI plan for evaluating the impact of programs selected
- Coordinates Private and Non-Profit services including, but not limited to, notification, budget planning, monitoring, and reporting.
- Approves personnel funded by grants, ensures proper budget coding of salaries, and supervises collection of time and effort documentation for federally funded positions.
- Evaluates all requests for projects and programs requiring federal or special category funding.
- Coordinates professional development to improve program delivery and effectiveness.
- Provides leadership for the compensatory education program in coordination with other departments within the District (At-Risk, Business & Finance, Human Capital Management, and Curriculum).
- Provides consistent monitoring and evaluation of grant funding activity and provides solutions for errors and problems as they arise.
- Participates in the development of the annual program and budget calendars and aligns the grant activities with the district budget calendar with key dates and timelines.
Policies, Reports, and Law
- Evaluates federal legislation, projects, and programs for grant, entitlement, and allocation opportunities relevant to the needs of the District.
- Remains current with legislative changes that impact program management.
- Advises administration and leadership on policy and procedural changes, and provides leadership to ensure compliance with federal, state, and interagency procedures, regulations, and statutes on an ongoing basis.
- Develops and implements processes to ensure compliance with federal and state law, State Board of Education rule, and the local board policy.
- Compiles, maintains, and files all physical and digital reports, records, and other documentation required, including required financial reports to TEA.
- Coordinates the development of project proposals and reports, including the writing of program goals, objectives, and budget for federal/special funding of programs.
- Coordinates a continuing evaluation of the federal/special programs and provides support in the development of reports and compliance evaluation.
- Ensures that Semi-Annual certification is completed.
- Maintains the Grant Manual to ensure that it contains local, state, and federal requirements up to date.
Supervisory Responsibilities
- Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal.

Minimum Required Qualifications
- Education: Master's degree from accredited college or university.
- Certification/License: None.
- Experience:
- 8 years required including:
- Experience with federal grants applications, budgeting, compliance, and evaluation;
- Experience in grant writing for competitive and other types of grants with demonstrated track record of proposals that have been funded.
- Experience in a leadership role in grant development and compliance environment in a public-school district setting preferred.
