PAY GRADE: $77,828.39 - $96,938.75 Annually

POSITION SUMMARY:

This position works in a structured team environment and has responsibilities unique to the teams in which they belong. These teams have Primary, Secondary and Supporting members. It is required that the Primary and Secondary members of these Teams be aware of the status of all projects and major initiatives with enough knowledge to discuss with the Chief Information Officer and others at the time of the inquiry. All Primary and Secondary members of the Team must discuss, vet, and agree upon any changes to processes, procedures, standards, equipment, and infrastructure that relate to the responsibilities of the team. All changes must follow a change control process which include scope and risk analysis, team and peer review, contingency and backup planning, pre-deployment testing and validation, implementation, testing and documentation in the change control log. Root cause analysis will be performed for all process, network and system failures or disruptions and corrective actions will be put in place. All members of the team will be proactive by constantly looking for innovative techniques and technologies that will improve the effectiveness, efficiency, longevity, and sustainability in all areas of responsibility. Primary members must act as the lead on all projects, tasks, and initiatives with the full involvement of the Secondary members. Primary members will act as mentors whose goal is to assist all Secondary members with becoming a SME (Subject Matter Expert) in all aspects within the team. Supporting members of the team will assist the Primary and Secondary members within their areas of expertise to fulfill the responsibilities of the team.

As a Staff Member within the Business Intelligence Department, this person will seek to become knowledgeable in all areas within the Department by observing and allowing Senior members of the team to mentor them.

As a Primary Member of the BI Data Warehouse Team, this position will routinely work with the Data Warehouse and other SCCMHA Databases. These duties will include report writing, application development, ETL jobs, and creation and maintenance of database objects.

As a Primary Member of the BI Reporting Team, this position will prepare reports in financial, graphical and dashboard formats for presentation to groups and report submissions. Prepare data for reports and submission files to various external agencies, partners, and regulatory authorities. Assess internal agency reporting needs for administrative and clinical areas.

As a Secondary Member of the BI Application Development Team, this position will act as a backup to the Primary member of the team and continue to be knowledgeable of these applications to act as a backup when applications or the website needs to be modified.

As a Secondary Member of the BI Information Systems Team, this position will provide backup support of all SCCMHA's hosted and on-premises information systems.

This position will be knowledgeable about and actively support culturally competent recovery-based practices; person centered planning as a shared decision-making process with the individual, who defines his/her life goals and is assisted in developing a unique path toward those goals; and a trauma informed culture of safety to aid consumer in the recovery process.

ESSENTIAL DUTIES AND RESPONSIBLITIES:

Staff Member within the Business Intelligence Department
Applies and maintains identity and role-based security in all SCCMHA's Information Systems including business applications, databases, online services, hosted environments, external applications, and all other information technologies in which the position is either partially or fully responsible for the administration of the security.
Develops policies and procedures that ensure the integrity, availability, and confidentiality of information.
Establishes standards, policies, and procedures for granting access, evaluating current controls, and implementing new access controls as appropriate.

Primary Member of the BI Data Warehouse Team
Attends regional user group meetings, State sponsored workshops, or other database training as required to maintain proficiency in proprietary database languages.
Consults and collaborates with department managers and Directors to provide input, updates, and receive feedback regarding database needs and services.
Continuously improves and enhances the Oasis Data Warehouse environment.
Coordinates and performs the development, test, and live instances of the Enterprise Database applications.
Coordinates, reviews, requests, and conducts database auditing in implementing hardware, software, and/or procedural mechanisms that record and examine activity in application databases.
Creates and maintains Data Warehouse documentation and mapping with the Oasis Toolkit and investigates new tools and SQL management software that may further assist in maintaining a proper Data Dictionary.
Creates and maintains ETL Scripts to insert, update and transform data.
Creates and maintains Scripts and other processes within the Data Warehouses packages.
Creates, maintains, and supports all in-house MS Access legacy databases.
Designs and maintains data warehouse tables, views, jobs, and reports to support the various agency project solutions.
Designs, develops and rolls-out new Data Integrity Workgroup.
Designs, maintains, and implements a comprehensive data integrity process.
Develops, manages, and executes a plan for data archiving.
Directly responsible for applying technical requirements to reports or interfaces and may design, encode, test and debug programs or user defined modifications.
Engages in activities to apply SQL service packs or upgrade releases to the database via a planned change control procedure.
Leads and manages database implementation projects.
Manages granting or revoking user access to the OASIS Data Warehouse and adheres to unique user ID policy.
Manages the receipt of all DCH (Department of Community Health) specific enrollment and eligibility files.
Monitors national and state behavioral health data sources and makes recommendations for application to SCCMHA Enterprise business applications.
Monitors projects to guarantee the performance, integrity, and quality of databases; controls system capacity for existing requirements and plans for future needs.
Oversees the activity, operation, feasibility, and scheduling of agency requirements for database needs, development and improvements in databases and master files.
Provides testing, correction, monitoring and updates for project and database warehouse support.
Responsible for the data integrity within the Data Warehouse.
Reviews, approves, and performs all transaction SQL statements before execution in the live database.
Upgrades and migrates the Data Warehouse SQL Server when needed.

Primary Member of the BI Reporting Team
Acts as backup to the CIO as a member of MSHN's IT Council.
Creates and defines a PowerBI Dashboard and Reporting standard presentation and delivery platform.
Creates and maintains a report (Report Dictionary) inventory system, to include all SSRS, Metric, PowerBI and Pivot Table Reports that are created and maintained within the BI department and thoroughly document and properly inventory all reports within the BI inventory system. Ensure continued compliance with all security and privacy requirements of SCCMHA, State and Federal regulations.
Develops PowerBI Dashboards and reports to meet the reporting and analysis needs of the agency.
Identifies gaps and needs within the agency and creates robust reporting solutions to meet them.
MSHN Delegated Functions Audits and HSAG Audits.
Prepares demographic, financial, clinical or Network reports and data for submission to departmental managers, commercial insurers, governmental units, or other outside constituencies of the agency.
Prepares educational materials, alerts, and other forms of provider information regarding client demographic and event data collection and reporting.
Provides data analysis as requested by SCCMHA's staff, leadership, and Network providers.
Provides grant support including data needs, report, and dashboard development.
Reports End-User Training through Pivot Tables, Data Warehouse, PowerBI Dashboards, and Excel.
Routinely meets with department supervisors or Directors to assess reporting needs.
SQL SSAS Data model creation and maintenance.
SQL SSIS Warehouse/ETL creation and maintenance.
SQL SSRS Report writing.

Secondary Member of the BI Application Development Team
Collaborates with other departments to understand needs and devise ways to accommodate with software.
Creates workflow diagrams and charts to demonstrate the functionality of programs before coding them.
Creates, modifies, and supports system job scripts utilizing tools such as VB Scripts, Batch Files and PowerShell.
Designs, develops, and maintains a new agency website along with the formation of an agency Workgroup which will govern its development process.
Develops a Data Dictionary database and application that will act as Code Books and will be available to all External Providers.
Develops and deploys computer applications.
Develops and writes computer programs to perform specific tasks related to organizational goals.
Develops new applications to assist the agency with attaining operation and business strategic goals and operating needs.
Directly responsible for applying technical requirements to reports or interfaces and may design, encode, test and debug programs or user defined modifications.
Executes code builds to test in production environments.
Fixes bugs in existing code.
Online COVID Daily Screening Tool development, maintenance, and support.
Ticket System setup, workflows, creation of ticket types and other automation features.

Secondary Member of the BI Information Systems Team
Assists in maintaining computer hardware inventory, managing the inventory database, granting user access to the Network and is responsible for enforcing compliance of Information Systems policies and procedures.
Creates documentation needed for IS deliverables as needed and ensures the deliverables are appropriately distributed to the organization and external parties.
Tests the quality of Information Systems (IS) department deliverables and coordinate implementation among departments.
Utilizes Office365's suite of products to enhance the usability of the agency's information systems.

INCIDENTAL DUTIES AND RESPONSIBILITES:
Assists the Chief Information Officer with policy and procedure writing.
At the discretion of the CIO, may be an indirect report to other agency directors for specific tasks as assigned.
Attends mandated SCCMHA regulatory staff training.
Attends meetings both in-person and remotely; presents to groups, facilitates meetings, creates agendas, maintains minutes and performs needed project management tasks.
Attends meetings, seminars, workshops, and community events related to the public mental health mission and training sessions to maintain or upgrade current knowledge and skills required by this position and to maintain professional proficiency.
Communicates project or work status to the Chief Information Officer and other department leaders regularly as appropriate.
May be required to commute to other SCCMHA facilities and business partners and vendor locations when necessary, to investigate and resolve problems, implement new systems, train staff, etc.
May represent SCCMHA on state or regional committees and workgroups.
May serve as a member of various community committees, which promote the general goals of SCCMHA.
Must react productively and positively to change and handle other essential tasks as assigned.
Perform other duties as assigned by the Chief Information Officer.
Reads journals, periodicals, and research subjects on the Internet to increase job related knowledge and further professional and talent advancement.
Serves in a team setting approach by backing up other department personnel in their duties when needed.
Works closely with and coordinates efforts with all other agency staff and leadership as needed.
Works closely with and coordinates efforts with all Quality, Compliance, Business Intelligence, and Information Technology staff.

WORKING CONDITIONS/ENVIRONMENT:
Daily exposure in all other department areas while working with staff at their workstation locations.
Danger of electrical shock when installing or repairing computers and requires lifting/moving heavy computer equipment.
It is not unusual to work varied and extra hours to complete assignments to meet deadlines.
May perform on-call job duties for after hour support coverage at the discretion of the Chief Information Officer.
Occasional exposure to consumers with potential for disruptive, aggressive behavior and communicable diseases.
Occasionally drives personal automobile on agency business to offsite facilities or meetings, sometimes in bad weather.
