Description
Responsible for developing, managing, and overseeing the operations of the child development and family support services for the Division of Children and Family Services and the County Head Start program. Performs administrative and supervisory work and develops the structure, systems, and procedures to deliver comprehensive child development services provided by the County Head Start program. Manages and oversees the County's contracts for various early childhood developmental programs and related services. Assesses community needs for child development services, develops short and long-range plans, and monitors and evaluates existing programs to ensure compliance with local, state, and federal regulations governing child care centers and Head Start programs. Conducts general management activities to oversee divisional fiscal and personnel operations. Performs or assists with community projects and serves as a resource for issues relating to children, families, and early education.
Incumbent will be responsible for ensuring the program's overall compliance in meeting the standards and regulations required by the Office of Head Start (OHS) , Department of Education Child Care Licensing Regulations, Unified Virginia Quality Birth to Five System (VQB5), Virginia's Early Learning and Development Standards (ELDS), Birth-Five Learning Guidelines, and the USDA Child and Adult Care Food Program.
Minimum Qualifications
Any combination of education and experience equivalent to a Master's degree in Early Childhood Education, Social Work, School Administration, or related field, and six (6) to nine (9) years of experience in early childhood teaching or the administration of child development or human services programs.
Must possess a valid driver's license issued by the Commonwealth of Virginia with an acceptable driving record.
Requires acceptable criminal and child protective services background checks.
Requires an initial physical examination to include screening for tuberculosis and periodic re-examinations to ensure the incumbent poses no significant health risk to the participants in the Head Start Program.
Ability to obtain and maintain certification in Medication Administration, Cardiopulmonary Resuscitation (CPR), and First Aid.
Supplemental Information
Attends local, regional, and national seminars, conferences, workshops, classes, and lectures as appropriate to enhance and maintain knowledge of trends and developments in the fields of human services and developmental education administration.
Plans, coordinates, and participates in meetings, special events, recruitment, groups, and activities, which may include evenings and weekends.
This position requires an on-call status in emergency situations such as hurricanes and may be assigned to work in emergency shelters or other designated areas as directed by the Emergency Operations Center.
Physical Demands
Must be physically able to operate a variety of machinery and equipment, including common office machines such as computers, calculators and copiers, etc. Must be able to operate a motor vehicle. Primarily sedentary work involving sitting most of the time, but also involves walking, bending, stooping, or standing for periods of time. Must be able to lift packages weighing up to 30 pounds. Must be able to run and crawl while interacting with children and be able to lift, handle, or carry a child weighing up to 50 pounds.
