The Products Development Branch (RHBA) of the Air & Space Biosciences Division (RHB) of the 711th Human Performance Wing within the Air Force Research Laboratory is looking for a Program Manager with a broad range of program management experience, exceptional analytical skills, and a disciplined programmatic approach to provide cross-cutting solutions to Air and Space Biosciences key projects.
The ideal candidate will possess a strong background in program management and Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, processes, and policy. This role involves a broad range of responsibilities, from strategic planning to detailed execution of projects.
Position Duties include, but are not limited to:
Oversee project life cycle management, ensuring adherence to cost, schedule, and performance targets for the Division's SBIR/STTR efforts.
Employ systematic, disciplined, and quantifiable program management methodologies to advance Division, Product Area Lead, and Core Research Area initiatives.
Draft and review contractual documents, assess technical proposals, and ensure compliance with legal and regulatory standards.
Foster and maintain strategic partnerships and collaborations across AFRL, LCMC and with external stakeholders to promote innovation and knowledge exchange, to include SBIR/STTR offices and AFWERX.
Effectively manage contractor relationships and serve as the Contracting Officer's Representative (COR) for assigned programs.
Stay abreast of emerging technologies and research developments outside the organization, providing regular updates to both peers and senior leaders

Required Qualifications
- This position may be filled as a 5-year Flexible Length and Renewable Term Technical Appointment (new government hires, current government term employees, etc.) with the option to later convert to a permanent appointment.

- Security Clearance: Ability to obtain and maintain a secret security clearance
- This position may require travel.
- Must meet the requirements for Level 2 (Practitioner) APDP certification in Program Management or be capable of meeting the requirement within 24 months or a waiver must be obtained.

Desired Qualifications
- Prior experience with SBIR/STTR phases, programs and/or AFWERX.
- Familiarity with the Air Force Research Laboratory's mission, objectives, and research priorities.
- Prior experience working in military or defense research organizations, with an understanding of the unique requirements, processes, and constraints associated with these environments.
- A track record of managing and executing research and development projects within the Department of Defense (DoD) framework, including knowledge of relevant policies, funding sources, and reporting requirements.
- Experience working with and implementing Air Force Instructions, particularly those related to research, development, and resource management.
- Strong communications skills and ability to communicate with career fields and levels of management.
- Possess a Master's-level degree in health science, engineering, physical science, operations research, or business from an accredited academic institution.
