The National Service Office is the central operational engine for two evidence-based programs: Nurse-Family Partnership and Child First. In 2020, what was formerly the National Service Office solely for Nurse-Family Partnership united with Child First, a merger empowering two proven models to share complementary expertise, infrastructure and integrated services. Position Description
The primary purpose of the Director, Contracts & Risk Management, is to lead key aspects of contracts, agreements, and risk management, including managing the organization's transactions while ensuring compliance with applicable laws and regulations. A successful candidate will have the ability to manage transactions, analyze and interpret issues as they arise, effectively communicate, and collaborate cross-functionally.
This position is remote and can be located anywhere in the United States.

Essential Duties and Responsibilities
- Coordinate and collaborate cross-functionally on the organization's risk management strategy to support the strategic plan and protect the company.
- Advise the CEO and Executive Leadership on contract and risk compliance matters.
- Provide solutions and analysis to promote business objectives with a strategic lens.
- Develop and manage annual team budgets and perform periodic cost and productivity analyses.
- Lead and manage contracts team.
- Oversee all company transactions, including licensing, nondisclosure, vendor, and data use agreements.
- Manage contracts and agreements with the network, including health care systems, government agencies, nonprofit organizations.
- Review, research, interpret, and prepare both written and oral opinions on a wide variety of compliance issues.
- Work in collaboration with internal departments to review proposed policies and procedures for risk and compliance with federal, local, and state laws.
- Work with outside counsel, when appropriate, to obtain legal opinions or to handle claims or litigation.
- Oversee, when appropriate, intellectual property, commercial leases, insurance, and licensing
HIPAA
In partnership with the Operations department:
- Monitor and advise on the organization's security and privacy program, focusing on the administrative, technical, and physical safeguards of HIPAA.
- Advise on concerns associated with data use, data sharing incident response and other HIPAA-related topics.
- Participate in ongoing risk assessments.
- Guide staff on proper procedures for disclosures.
- Provide counsel on data privacy practices.
- Draft data use agreements, Business Associate Agreements, and authorizations to disclose data.
- Participate on Incident Response Team, providing guidance on potential incidents involving ePHI.
Knowledge, Skills & Experience
- J.D.
- Minimum 10 years' experience working within contracts management, risk management, and HIPAA compliance (working on business associate agreements, data use agreements, etc.).
- Minimum 8 years' experience in people management
- Member of a state bar in good standing
- Minimum 7 years' experience working with a network of diverse entities, including health care systems, public health departments, state and federal government entities and managed care providers.
- Experience managing a portfolio of intellectual property is highly preferred.
Supervisory Responsibilities
This position reports to the Chief Financial Officer and has up to 4 direct reports.
Salary
- Salary is determined based on experience and skill set. Geographical adjustments will be considered.
- Range: $105,000 - $135,000/year
