Position Objective:
Manage, coordinate, and inspect the planning, design , and construction phase of construction work on or adjacent to Railroad property in New York, undertaken by outside entities, including public agencies, utilities, municipalities, and private sector owners, while protecting the Company's interests, ensuring operational safety and appropriate State, Federal and Metro-North Railroad (MNR) standards and regulations are met. Coordinate the work coverage by Individuals and Corporations (I&C) staff comprised of management and represented employees. Ensure safe and efficient implementation of Grand Central Terminal (GCT) Special Projects work plans and schedules. Supervise improvements of projects with MTA Capital, MNR Operations, and I & C projects in and around GCT as it interfaces with MNR Operations. Serve as MNR's Code Compliance Manager and liaison with MTA C&D Fire, Accessibility, and Code Compliance.

Responsibilities:
- Represent MNR with other State, City, County and Municipal agencies, Utility Companies and private individuals who seek to perform construction and maintenance activities on or adjacent to railroad property. Coordinate their access to the property for the safe performance of work that may pose risk to MNR Operations, customers, and employees, which includes roadway & bridge construction, utility projects and inspection programs, parks/greenways, tenant spaces, public, commercial, and private developments, including MTA Transit Oriented Development projects.
- Manage and coordinate the work of Senior Engineers, Site Managers, Construction Engineers & Representatives , and Agreement Railroad Inspectors in the permitting, monitoring , and enforcement of entry permits necessary for the safe performance of work by outside entities performing work that may impact MNR Operations.
- Respond to proposals by outside entities during planning and design. Follow projects to completion and resolution of financial, property , and claims issues.
- Manage administrative issues with various departments (i.e., Legal, Risk Management, Finance, Real Estate) and outside entities , including insurance management, insurance agreements , and temporary easements.
- Coordinate review of construction proposed by outside entities with Planning, M of W, Transportation departments , and MTAC&D MNR Business Unit. Develop and monitor force account budgets for Individual and Corporations (I&C) projects.
- Keep management informed as to completion progress, schedule, and deviations from plans, specifications , or procedures that require the review of the Engineer.
- Serve as MNR's Code Compliance Manager for MNR's Code Compliance group, providing administration and enforcement of the New York State Uniform Fire Prevention and Building Code, per Title 19 Department of State Chapter XXXII Part 1204. Oversee the issuance and administration of all Building Permits and Certificate of Occupancy, for work undertaken which is subject to provisions of the Uniform Code, for construction work done by all Metro-North Railroad tenants, including MNR spaces leased through MTA Real Estate, and construction projects performed by MNR Force Account, including for all in-house projects.
- Provide project oversite, direction , and day-to-day management of consultants, and contractors to support Grand Central Terminal Special Projects, including overbuilds such as 270 Park 175 Park Avenue, 300 Park Avenue the new ConEd Vault inspection program to ensure ConEd utilities in MNR designated space is regularly inspected for safety purposes, in addition to large projects not directly managed by MTA C&D's Metro-North Business unit including Penn Station Access/New Rochelle Yard improvements.
- Create and oversee the consolidation of document management for Metro-North's portfolio of construction projects managed by this group, including Building Permit files, engineering documents, Entry Permit documents, estimates, and other related documents to ensure all are maintained in an accurate, organized, and consistent manner and are readily accessible for retrieval of information to facilitate decision making and satisfy audits or other inquiries.
- Manage a team of Engineering professionals by fostering a climate of collaboration, problem-solving, and teamwork that supports the department and team goals. Facilitate synergy and collaboration, while enhancing employee development; support and contribute to a culture of respect, integrity, trust, and open communication and ensuring employees feel supported and empowered to perform at their best.
Required Qualifications:
Required Knowledge/Skills/Abilities:
- Familiarity with transportation operations and/or other applicable civil/structural construction experience.
- Familiarity with various organizational structures at the City and State level.
- Strong verbal and written communication skills.
- Skilled in exercising independent judgment and decision-making with adherence to deadlines.
- Demonstrated knowledge of working on or about railroad Right of Way with knowledge of viable construction procedures that serve to provide and support safe railroad operations.
- Demonstrated ability to manage agreement personnel with an understanding of work rules and agreements.
- Strong interpersonal and presentation skills with the ability to effectively interact with internal departments, City, State , and Federal Agencies , and individuals at various organizational levels.
- Strong working knowledge of Program Management, Construction Management, Safety, QA/QC , and Construction Contracts, including Engineering review of Plans for constructability around Metro-North's Operations.
- Motivated self-starter and with persistence, skilled in motivating others.
- Knowledge of MS Office Suite and/or comparable applications.
- Familiarity with Critical Path Method (CPM) Scheduling, using Primavera Project Planner and/or comparable applications.
- Ability to be on call for emergencies as needed.
- Knowledge of New York State Uniform Fire Prevention and Building Code and enforcement.
- Must have a valid driver's license.

Required Education and Experience:
- Bachelor's Degree in Engineering , Architecture , or Construction Management.
- Minimum of ten (10) years of experience in construction and engineering management.
- Minimum of seven (7) years of experience managing professional staff/ diverse workforce and/or projects.
- New York State Professional Engineer or Registered Architect License.
- NYS Certified Code Enforcement Official, or ability to attain within six months of hire.
