Job Summary
Ensures quality programming and the management of forensic services to include case management, early diversion, forensic community monitoring, treatment-focused alternatives to incarceration, court/in-jail interventions, and forensic/civil State Mental Health Treatment Facilities (SMHTF) coordination services. This includes services to individuals committed to a SMHTF and to individuals with mental illness involved with the criminal justice system who have pending charges, are at risk of incarceration, or are adjudicated, or at risk of being adjudicated, as Incompetent to Proceed (ITP) or Not Guilty by Reason of Insanity (NGI) under Florida Statute, Chapter 916.

Job Summary

Responsibilities
- Obtains and acquires working knowledge of the most recent Florida Administrative Code, 65E-4, Chapters 394 and 916 F.S., problem-solving courts, managing entity guidance documents, and the Agency for Health Care Administration's Mental Health Targeted Case Management Coverage and Limitations Handbook and Community Behavioral Health Services Coverage and Limitations Handbook to ensure compliance with all requirements.
- Supervises the operations of forensic case management, early diversion, Multidisciplinary Forensic Teams (MFT), in-jail coordination/court intervention services, SMHTF coordination, and MHRC mental health court services.
- Implements established policies and procedures by incorporating evidence-based practices as a component of service provision to meet criminal justice requirements that ensures public safety and assists individuals to achieve stability and establish a path for recovery.
- Ensures required services are provided and progress is monitored for individuals referred to or enrolled in the forensic program under F.S. Chapter 916 while in jail, community-based programs, or forensic state mental health treatment facility.
- Ensures the participation and collaboration with SMHTF for individuals both civilly and forensically committed.
- Ensures the coordination of services for individuals being discharged from both civil and forensic SMHTFs.
- Monitors the provision of competency restoration services when provided by a forensic case manager.
- Reviews documentation to ensure timely and appropriate services to the individuals served, that meets State requirements and MHRC Medical Records Standards.
- Monitors staff productivity and direct services to ensure quality services and compliance with standards.
- Provides and ensures staff are trained in, and complete court required services and documentation (e.g. competency restoration training, writing court reports, etc.).
- Identifies needs for staff training, makes recommendations for in-service trainings, and provides documentation supporting all completed trainings for employee files.
- Ensures completion of orientation competency forms.
- Performs regular supervision of staff through individual sessions and staff meetings.
- Works with Director to recommend corrective action plan when problems are identified.
- Assesses and screens individuals for diversion, forensic, or mental health court services.
- Advises court evaluators, attorneys, and judges regarding treatment alternatives for individuals with appropriate felony charges or repeated arrests who have a mental illness.
- Provides guidance to involved agencies, other stakeholders, and the public as to eligibility criteria for participation in diversion, forensic, or mental health court programs.
- Ensures a system is in place to collect historical data on participants of prior hospitalizations and incarcerations for the baseline period prior to entering mental health court and other forensic services.
- Directs and coordinates the system for admission into forensic programs to ensure the most appropriate program is identified.
- Ensures information on participant compliance with conditions of mental health court participation is accurately communicated to and considered in team progress staffings, including preparation of case compliance and progress summaries for court status hearings.
- Ensures use and compliance with the current Participant Handbook for mental health court.
- Ensures accurate files are maintained of court actions related to each participant.
- Monitors the progress of individuals in jail and/or community-based competency programs.
- Compiles, submits, and oversees information for completion of mental health court reports, conditional release reports, SMHTF reports, or other reports specific to the status of the individuals served.
- Maintains a close working relationship with the mental health personnel at the local jail to coordinate services.
- Maintains a close working relationship with the judicial assistants in the circuit, the Office of the Public Defender, the Office of the State Attorney, and the Clerk of the Court's Office.
- Ensures a system is in place for communicating with attorneys, mental health treatment staff, and court officers regarding cases.
- Serves as back-up to the primary case manager, forensic specialist, SMHTF liaison, or other MHRC forensic program.
- Accompanies staff to court and on home visits and responds to concerns, as needed. Serves as intermediary between individual/family and staff, as needed.
- Conducts care monitoring sessions and attends treatment team meetings and court hearings in the absence of the primary case manager, forensic specialist, SMHTF liaison, or other MHRC forensic program.
- Works closely with individuals, interested family members when authorized, treatment facility service/treatment teams, local mental health provider agency staff, LSF Health Systems, DCF, and placement sites to coordinate appropriate community placements and discharge aftercare plan s for individuals determined appropriate for discharge returning from a civil or forensic SMHTF. Intervene when necessary to resolve issues among stakeholders to ensure the process moves forward in a timely manner.
- Provides assistance in providing all available community resources to assist in community transition planning.
- Facilitates communication between the forensic SMHTF, jail, and inpatient psychiatric provider for individuals returning to the community who have been deemed non-restorable under F.S. Chapter 916.
- Facilitates communication between Department of Corrections (DOC) and MHRC for individuals being released from prison with the recommendation to transport to a crisis stabilization unit (CSU).
- Facilitates follow-up aftercare appointments for individuals returning to the community from the Department of Corrections (DOC).
- Ensures timely follow-up on individuals identified for potential diversion.
- Works with the managing entity regarding out-of-circuit placements.
- Provides consultation as a resource person to resolve system issues among stakeholders to ensure resolution of challenging situations.
- Provides education about services provided by MHRC, mental illness, recovery, and community resources.
- Attends psychological autopsies and staffings, as indicated.
Qualifications
- Bachelor's degree form an accredited university or college with a major in counseling, social work, psychology, criminal justice or a related Human Services field (a related Human Service field in on in which major course work includes the study of human behavior or development) and five years of experience working with adults experiencing serious mental illness.

Master's degree from an accredited university or college with a major in counseling, social work, psychology, criminal justice or a related Human Services field (a related Human Service field is one in which major course work includes the study of human behavior or development) and three years of experience working with adults experiencing serious mental illness. - One year of supervisory experience is required.
- Strong communication skills are essential and this individual must be able to interact appropriately with internal and external customers, including families, caregivers, community service providers, supervisory staff, and other department professionals.
- Must be eligible for Medicaid provider enrollment as a Case Manager Supervisor.
- Must become certified by the Florida Board of Certification as a Case Manager Supervisor within six (6) months of start date.
- Must complete the FARS certification within one (1) month of start date.
