UW Facilities manages the University's buildings, infrastructure and land, with more than 1,100 employees in a variety of fields. The Asset Management group includes Capital & Space Management, Real Estate, Sustainability and other teams responsible for planning and workload management. The Operations group includes Project Delivery, Maintenance & Construction, Campus Utilities & Operations, Building Services, Transportation Services and Safety. Supporting these groups are the Business Intelligence & Information Technology group and the Finance & Administration group.

We have an outstanding opportunity for an Assistant Director, Departmental Computing (IoT, GIS, Space, UTL). This individual will report to the Executive Director / CIO for UW Facilities and will be an important member of the BIT team responsible for managing teams and technology in the areas of: Utility Systems (OSI Pi, EnergyCap, building and utility systems (HVAC, Lighting Control), geographic information systems (ESRI and related systems), Space Management Systems, and UWF Infrastructure (on-prem and cloud infrastructure).

Business Innovation and Technology (BIT) is UW Facilities' IT organization, providing efficient and effective technology solutions and support to the teams that build, operate, and maintain the more than 643 acres of UW campus. BIT collaborates with university partners to implement technical solutions for delivering strategic business goals and outcomes across technology products, processes, and standards. The Assistant Director - Departmental Computing (IoT, GIS, Space, UTL) will be an important member of the BIT team responsible for managing teams and technology in the areas of: Utility Systems (OSI Pi, EnergyCap, building and utility systems (HVAC, Lighting Control), geographic information systems (ESRI and related systems), Space Management Systems, and UWF Infrastructure (on-prem and cloud infrastructure). This position will lead a team of systems engineers and applications administrators who support all related systems maintained by UW Facilities. The Assistant Director - Departmental Computing (IoT, GIS, Space, UTL) ensures the security and continuous operations for UWF systems by leading and collaborating on the strategic direction of the systems; coordinating with peer institutions to stay current with industry trends and best practices; leading and mentoring system engineers and administrators; and directly supporting enterprise applications, servers, devices and networks. This role combines technical expertise with leadership experience to ensure that we provide continuous value to our stakeholders.

Primary Duties and Responsibilities

Under the general direction of the Executive Director of Business Innovation & Technology, this position must lead, plan, and advise on the strategic and tactical direction of UW Facilities enterprise application systems, infrastructure, IoT, GIS and space systems through strategic planning, program management, systems administration and human resources management. This includes build/buy strategic assessments, applying systems administration best practices across multiple disciplines, and robust documentation that will be impactful to staff now and in the future. This role will lead UWF in the implementation of industry and university best practices for enterprise system implementation and maintenance, cyber security to ensure that these critical assets and systems are not compromised. This position will be responsible for aligning the UWF technology strategies, initiatives and work with overall UW technical strategies and initiatives.

This position is also responsible for budgeting and managing operating expenses for related to technology as well as developing proformas, managing project budgets and expenses up to $2M for approved technology initiatives.

50% Operational Technology Program Management
Develop and maintain assessments and documentation describing the major technology systems managed by UW Facilities in the areas of utility systems, IoT systems, GIS systems, Space Management and Infrastructure.
Identify and track operational and security risks associated with supported systems. Recommend mitigation plans that resolve those risks or reduce their impact/probability of occurring.
In coordination with UW Facilities and UW IT partners create and update system strategies, technology standards and operational processes for related systems..
Regularly meet with technology partners throughout UW and UW Facilities to refine system roadmaps and develop resolutions to latent issues affecting their system(s).
Engage with other University Partners (UW-IT, HFS, etc.) to strategize around service alignment.
Coordinate with peer institutions and industry groups to ensure the University is following best practices for system and device lifecycle management and security.
Budgeting and management of operating expenses and project budgets for major technology initiatives.

25% Systems Administration
Provide technical support to assist in the management of IoT, GIS, Utility, Space Management and Infrastructure systems (design, programming, access control, software/system updates, vendor coordination, etc.)
Work with system owners and network engineers to ensure secure and reliable device communication following industry and UW-IT best practices.
Regularly audit user and device access settings to identify/remove unintended access and system vulnerabilities.
Serve as a technical liaison between system owners and technology vendors.

15% Technology Staff Management and Leadership
Hire, mentor, coach, and support systems administrators and systems engineers
Create high value engagement with team members using necessity-focused meetings emphasizing support for team and individual goals, professional development, performance evaluation, and careful alignment of project priorities with individual and team capacity.
Lead and foster bi-directional communication across all management and staff levels
Evaluate team and organizational effectiveness and empower staff to identify and pursue opportunities, innovations, and improvements
Conduct hiring, staff development, work allocation and performance management for multiple professional staff members and student interns
Support the management and development of student interns hired into BIT.

10% Operational Technology Device Management
Provide onsite and remote support for Operational Technology devices managed by UW Facilities.
Utilize software tools to manage OT device inventories and network assignments.
Assist with Operational Technology device upgrades, migrations, and replacements

Requirements include:
Bachelor's Degree in Information Technology, Computer Science, Engineering, Mathematics, or equivalent experience.
8 years of experience administering, managing, implementing, or supporting systems or technology programs in focus areas of Operational Technology (HVAC, Lighting Control, etc.), GIS, or space management systems, including 2 years of experience leading technical team members, teams or overseeing students performing technical tasks.
Experience as a systems administrator (standing up virtual servers, setting firewall rules, managing updates and backup policies, etc.).
Knowledge of building automation systems and their purpose in a facility setting.
Demonstrated ability to think strategically, analyze information quickly, manage risk, and make accurate recommendations.
High quality organizational and leadership skills and outstanding communication and presentation abilities including the demonstrated ability to communicate complex technical information in non-technical language both orally and in written form.
Strong negotiation and problem-solving skills to align the business process with IT systems with success across organizational lines.
Demonstrated ability to establish and maintain effective working relationships with stakeholders of various levels of authority and expertise across units.
Demonstrated interpersonal and communications skills (both written and oral) are required, as well as the ability to work both independently and as part of a team with trades staff and others.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

Desired:
Experience in higher education processes, applications, and systems; familiarity with a complex large research university.
Experience with indoor mapping solutions such as Cartegraph's InVision or ArcGIS Indoors.
Ability to create custom reports and visualizations using ArcGIS Dashboards.
Demonstrated experience developing web applications using Esri Tools and Platforms (ArcGIS Enterprise, Web AppBuilder, Experience Builder, Survey123, etc.)
Familiarity with AutoCAD/Revit and how they integrate with GIS.
Awareness of the Python programming language and its applications in GIS.
Knowledge of cloud-based enterprise applications and infrastructure.
Experience with DevOps approaches and practices including Continuous Integration / Continuous Delivery (CI/CD).
Experience in related disciplines including cybersecurity, data integrations, business process design, project management and portfolio management.
Knowledge and experience with administration and the technology, compliance, government and sponsor requirements, and other issues that comprise the industry.
Knowledge of space management systems, Systems and Energy Management systems.
Knowledge of networking principles and experience troubleshooting device communication issues, ideally as it pertains to Operational Technology devices
Familiarity with the design build process for new construction.
Experience writing technical design standards for Operational Technology or Internet of Things devices or systems.
Experience with cloud-based enterprise applications and infrastructure
Demonstrated experience with multitasking, dealing with ambiguity, and time management.
Knowledge and experience with administration and technology compliance, government and sponsor requirements, and other issues that comprise the industry.
