JOB TITLE: DIRECTOR OF FINANCE

LOCATION: TEXAS CITY, TEXAS

EMPLOYMENT STATUS: FULL-TIME, EXEMPT, BENEFITS-ELIGIBLE

SUMMARY

The Director of Finance oversees GCTD'S finance and administration department to include directing and managing finances to support the short- and long-term strategic goals of GCTD.

JOB DUTIES, ABILITIES, TRAITS

  • Coordinate the annual audit with an independent CPA and prepare required regulatory reports
  • Creates and maintains excellent financial controls, policies, and procedures
  • Ensures efficient functioning and documentation for all financial systems, including receipts, disbursements, billing, bookkeeping, budgeting, and accounting
  • Establish and maintain fiscal files and records to document transactions

  • Manage and oversee the daily operations of the accounting department, including month and end-year

  • Oversee payroll, payroll liabilities, and financial, medical, and fringe benefits as it relates to finance

  • Oversees and enforces proper accounting methods, policies, and principles, including maintaining fiscal files and records to document transactions
  • Oversees annual property tax exemptions, insurance, and reporting requirements
  • Oversees assets & reconciliations
  • Oversees all organizational contracts
  • Oversees cash receipts, cash forecasting, cash runs
  • Oversees debt activity
  • Oversees grant proposals, grant report submissions, grant funding, and the entire grant process.
  • Oversees the annual financial planning and budgeting processes
  • Oversees the general ledger and fixed asset activity
  • Prepare budgets and financial reports for foundation grants and track reporting of foundation project and program budgets and expenditures
  • Prepare the annual operating budget
  • Prepares monthly profit and loss, balance sheet, and cash flow financial statements
  • Proficiency with Microsoft Office, Microsoft Excel, Microsoft Outlook
  • Proficient in Texas regulations and compliance
  • Proficient in understanding state and federal employment regulations
  • Proven knowledge of bookkeeping and accounting principles, practices, standards, laws, and regulations
  • Provide financial oversight and responsibility for the entire range of financial management
  • Provide professional customer service and professionalism to co-workers, customers, vendors, and the public
  • Responsible for monitoring, interpreting, and presenting financial results of operations and programs each month or as requested
  • Responsible for organizational, city, county, state, and or federal reporting
  • Revenue and expenditure variance analysis
  • Serve as financial liaison providing financial reports
  • Strong analytical and problem-solving skills
  • Treasury & budgeting
  • Trust account statement reconciliations
  • Understanding of personnel and compliance records management
  • Work with staff and the executive director to develop and implement the program and organizational budgets

SUPERVISION
  • Receives direct supervision from the executive director

REQUIRED LICENSURE & CERTIFICATIONS
  • At minimum active and valid vehicle liability insurance
  • No more than 3 moving or safety violations within the past 3 years
  • Requires an active and valid Texas driver's license

REQUIRED EDUCATION
  • High School Diploma or GED. Extensive work experience in place of education may be considered

REQUIRED EXPERIENCE
  • Attention to detail and problem-solving skills
  • English proficiency
  • Excellent time management skills and ability to multi-task and prioritize work
  • Excellent written and verbal communication skills
  • Five (5) years of grants management
  • Five (5) years of paid and verifiable work experience coordinating the budgeting process of an organization
  • Five (5) years of paid and verifiable experience supervising, coaching, and mentoring finance staff
  • Five (5) years of paid and verifiable work in finance and accounting, including all financial data, reporting, and audit coordination
  • Paid and verifiable experience working in a for-profit and non-profit setting as it relates to finance and accounting
  • Requires proficiency with computer hardware and software to include Microsoft Office applications, using a computer with a keyboard and mouse, navigation with a web browser, checking and sending email, and use of internet search engines
  • Strong organizational and planning skills


PREFERRED EDUCATION & EXPERIENCE
  • Any education or experience above the required education and job duties of the position are preferred and will be evaluated as it relates to experience

WORKING CONDITIONS
  • May require travel to various locations within Brazoria and Galveston Counties.
  • Work hours will be assigned based on GCTD business needs and may include varied work hours, weekends, holidays, irregular hours, mornings, evenings, split shifts, and overtime
  • Out of region travel may be required to attend training
  • Work hours will be assigned based on GCTD business needs
  • Work will be performed in the office, field, and or remote settings

SPECIAL PROJECTS
  • Assist GCTD directors and managers when requested to complete special projects and complete all assignments within a negotiated time frame
  • Completion of other duties as assigned by the executive director as it relates to the finance and accounting department
