DEFINITION: Assists Executive Directors (EDs) in the Department of Schools and Curriculum and Instruction (C&I) and school-based Instructional Leadership Teams (ILTs) with the coordination and implementation of a framework for continuous improvement by leveraging data. Ensure the alignment of school plans and processes align with the Superintendent's Four Priorities (Academic Achievement, Infrastructure, Highly Effective Teacher, Leaders and Staff, and Safety and Climate). Performs other duties as assigned.

The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers, travel to sites throughout the county, and occasional limited physical activities.
CONDITIONS OF EMPLOYMENT:
Work schedules may include evenings and weekends. Employees may be required to work beyond their normally scheduled hours with little or no advanced notice.
This position is eligible for membership in the Maryland State Retirement System.

EXAMPLES OF ESSENTIAL DUTIES:
- Analyzes state, system, school and student level data and provides on-going communication and updates to ensure timely and proactive progress monitoring.
- Provides regular monitoring of state and local assessment data and actively initiates communication with executive directors and school-based administrators to improve student outcomes.
- Assists and coaches Instructional Leadership Teams (ILTs) with the coordination and implementation of processes for monitoring system, school, and teaching and learning initiatives.
- Coordinates with the departments and offices within the Division of Curriculum and Instruction, and the Department of Research Accountability and Assessment to develop, coordinate, and implement a system-wide assessment framework and supporting data tools and processes for root cause analysis, action planning, and professional learning related to school improvement.
- Leads work and processes that engage, empower and excel principals', assistant principals', and teacher leaders' use of all available data-formative, summative, qualitative, and quantitative data-to make informed decisions aligned with the Superintendent's Four Priority Areas.
- Assists in the development of reports and delivery of system-wide and school-based professional development on various aspects related to data literacy and the cycle of continuous improvement through on-going data monitoring and analysis.
- Conducts school support visits in conjunction with executive directors to ensure data monitoring expectations within and across schools are being implemented as evidenced by increased results and improved outcomes for students.
- Works with principals and in collaboration with administrative teams, and ILTs as determined by the Chief of Schools and Executive Directors (EDs), as a thought partner in utilizing various data collection, analysis and monitoring tools to assist with solving and addressing problems of practice, inequities, and barriers to goal attainment of metrics outlined in the School Progress Plan and tenants of the Blueprint for Maryland's Future.
MINIMUM QUALIFICATIONS:
Education, Training, and Experience:
- Graduation from an accredited college or university with a master's degree in educational leadership, administration, or a related field.
- Five years of progressively responsible leadership experience.
- Experience analyzing data to support and promote academic achievement is required.
Licenses and Certificates:
- Possession of, or eligibility for, a Maryland Advanced Professional Certificate.
- Administrator I and II endorsement is preferred.
- A comparable out-of-state leadership or school building leadership certification transferable to Maryland will be considered.
Knowledge, Skills, and Abilities:
- Knowledge of public-school administration, organization, and curriculum development.
- Technology competency.
- Knowledge of and skill in the use of database, Internet, spreadsheet, word processing, and related applications.
- Knowledge of and skill in data analysis.
- Communication skills.
- Ability to provide alignment, direction and identify programmatic needs and data solutions.
- Ability to implement, administer, evaluate, and modify programs.
- Ability to analyze data to evaluate programs and school performance.
