JOB DESCRIPTION:
The Director of Talent Management is responsible for overseeing all aspects of the district's efforts to recruit, retain, and support highly qualified employees. Specifically, the Director of Talent Management will be expected to develop an effective talent management system, providing leadership and support to the following areas: recruitment and selection; placement and onboarding; support, development and evaluation; compensation; and succession planning.
The Director of Talent Management reports to the Assistant Superintendent of Schools.

- Supports recruitment, hiring and retention efforts to ensure a diverse and highly skilled workforce.
- Coordinates the hiring process for certified employees with building and department administrators.
- Provides leadership, guidance and coaching to building-level administration and staff.
- Helps to ensure equity in the classroom by facilitating the design and implementation of professional learning to teachers, coaches and leaders that impacts student success
- Oversees the new educator induction program, and ongoing onboarding efforts, to support and acclimate teachers who are new to Newington Public Schools.
- Serves as the District Facilitator for Connecticut's TEAM program and oversees all aspects of the TEAM process.
- Chairs the district's Professional Development and Evaluation Committee (PDEC)
- Collaboratively works with the Assistant Superintendent of Schools to develop and oversee a comprehensive employee evaluation system for all employees that is designed to track performance and support continued growth.
- Develops performance standards and performance evaluation processes (including individual development plans) to support teachers and cultivate future school leaders.
- Oversees all district efforts to collect and analyze data on all certified employees relating to effective teaching standards.
- Designs and/or supports implementation of intervention programs aimed at building capacity by providing staff with the necessary knowledge, skills and behavior characteristics in line with the district mission and goals and generation of impact analysis reports for management action.
- Oversees district efforts to manage employee performance management systems.
- Supports development and implementation of programs designed to differentiate supervision according to employee needs.
- Coordinates performance appraisal programs and generates the reports for management action.
- Works collaboratively with the Curriculum and Instruction Office to plan, monitor, and evaluate staff training and development programs to establish the Newington Public Schools as a learning organization.
- Oversees the professional learning management system and final approval of district funds for professional learning opportunities.
- Collects, analyzes and shares evaluation assessment information for state reports and within the district.
- Administers substitute and temporary employee programs.
- Supervises assigned personnel, conducts annual performance appraisals, and makes recommendations for appropriate employment actions.
- Assists in the preparation for collective bargaining negotiations.
- Keeps current with all research related to talent management and provides regular updates to the Assistant Superintendent of Schools about trends.
- Develops, implements, and reviews human capital development policies, strategies and systems to ensure that the Newington Public Schools has optimal competencies and capabilities.
- Maintains a high level of visibility in the district's schools.
- Performs administrative responsibilities associated with staff leaves and FMLA.
- Consults and supports Title IX, Bullying & Harassment investigations.
- Provides oversight of the Adult Education Learning Program.
- Attends and presents at Board of Education meetings as requested.
