Primary Purpose:
Responsible for supporting the Chief of Staff in the overall management of the district's human resources function. Supports the strategic planning and implementation of human resources programs to include performance appraisal, employee and student relations, and benefits. Implement legally sound and effective human resources management programs, policies, and practices. Work directly with principals and administrative staff on staff/student and policy issues. Support Chief of Staff with Level One and Two student/employee grievances and Title IX situations.
Qualifications:
Education/Certification:
Bachelor's degree required
Master's degree preferred

Special Knowledge/Skills:
Knowledge of selection, training, and supervision of personnel
Knowledge of performance appraisal administration
Knowledge of education law, school board policies, and school district operations.
Skills in communication and problem-solving.
Knowledge of general and education employment law and hearing procedures
Mediation of Employee Complaints
Ability to use software to develop spreadsheets, perform data analysis, and do word processing
Excellent public relations, organizational, communication, and interpersonal skills
Ability to speak effectively before groups of employees, the school board, or other organizations

Experience:
3 years of principalship required
TTESS/TPESS Appraiser/Evaluator

Major Responsibilities and Duties: Human Resources
  • Assist in implementing a plan for addressing Human Resource training needs throughout the school district. Develop and plan training programs to meet the established needs. Oversee and implement ongoing and special interest training programs.
  • Assist with developing recruitment and retention strategies for district personnel.
  • Coordinate the district's recruiting program, including conducting off-site recruiting.
  • Ensure district compliance with federal and state laws and regulations.
  • Ensure the department's operations contribute to attaining district goals and objectives.
  • Direct and monitor employee performance appraisal and ensure that supervisors have proper training as assigned.
  • Employment
  • Support efforts to work with principals and other administrators to forecast staffing needs and develop staffing plans. Develop and implement recruitment and retention strategies and a screening and selection process for all employees.
  • Employ a collaborative decision-making process; foster and promote collegiality and team building.
  • Communicate and support expectations consistent with the district mission and strategic plan.
  • Interact consistently and equitably with all personnel.
  • Ensure that all pertinent information is reported to appropriate departments.
  • Assist, when requested, in selecting candidates for campus and central office positions,
  • assist in staff development activities and in orienting new staff members.

  • Employee and Student Support
  • Assist supervisory personnel in conducting due-process procedures.
  • Serve as the District Title IX Decision Maker and/or Investigator, as needed.
  • Assisting Teacher Incentive Allotment Process in regards to calibration and complaints.
  • Assist parents and community members with understanding policies and administrative procedures.
  • Coordinate administrative response to student issues.
  • Implement policies associated with and act as hearing officer of student and parent complaints and grievances, ensuring compliance with all timelines and procedures.
  • Assist with in-house investigations as assigned by the supervisor or the Superintendent of Schools.
  • Serve as a resource person to administrators and employees on issues related to Human Resources.
  • Employee Relations
  • Take a proactive role in identifying and responding to employee issues; collaborate with district leadership to ensure preemptive and effective employee communications.
  • Demonstrate skill in conflict resolution with administrators, parents, teachers, staff, and community.
  • Provide two-way communication with principals, teachers, staff, and the community.
  • Discipline Management will work with Principals to coordinate a consistent Level One disciplinary appeals process and serve as the superintendent's designee on Level Two appeals.
  • Support the administration of the employee grievance procedure adopted by the board. Assist the Chief of Staff with investigation, analysis, and decision-making process regarding personnel problems and/or related policy issues.
  • Use management practices that promote collegiality, teamwork, and decision-making among staff and community.
  • Ensure the support of directors, officers, employees, nd other government agencies regarding employment, record keeping, retirement, grievance, and other personnel matters and procedures.
  • Monitor employee retention and turnover through data analysis and exit interviews.
  • Policy, Report, and Law
  • Compile, maintain, and file all reports, records, and other documents.
  • Keep informed of and comply with state, district, and school policies for public school procedures and Title IX.
  • Work with principals, school administrative staff, students, teachers, and parents to interpret school board policy.

  • Be available by phone, email, or video conferencing to confer with district personnel, students, and/or parents.
  • Communicate with administrators or parents regularly via phone, video conference, email, or district-approved website.
  • Maintain confidentiality.
  • Follow district safety protocols and emergency procedures.
  • Prepare and deliver written and oral presentations on Human Resources and management issues to employees.
  • Stay abreast of current research and best practices in human resources management and development in educational and non-education-related settings and adjust plans, policies, and procedures accordingly.
  • Ensure compliance with local, state, and federal employment laws. Stay abreast of state and federal public policy changes that could impact the district.
  • Follow district safety protocols and emergency procedures.
  • Attend Board meetings monthly.
  • Attend professional, school, and civic meetings/activities as assigned.
  • Participate in professional development activities to gain and/or maintain current knowledge of the rules, regulations, and practices assigned to your area.
  • Attend and coordinate community/professional meetings and or conferences as assigned.
  • See, accept, and respond to evaluation feedback.
