Summary
The Chester County Health Department is looking for a dynamic public health leader to lead our Population Health Team. The Population Health Director is an executive leader in the Health Department who oversees the Health Planning and Promotion, Public Health Emergency Preparedness and Disease Investigation and Surveillance programs. Collectively these programs are responsible for assessing the health of the County, collaborating with organizations to promote health, access to services and system changes, plan for and respond to events that impact public health, monitor disease trends, investigation diseases and outbreaks, and resiliency within our communities and overall county. With a focus on health equity, health outcomes, determinants of health, and the use of data, the Population Health Team works across the Health Department and with many sectors to make meaningful impacts on residents' ability to live their healthiest lives.
The Director, Bureau of Population Health is responsible for the operation and delivery of programs and services as mandated by state law, Board of Health policy, and departmental regulations and policies.
This is an Essential Employee position. Essential employees are obligated to report to work as scheduled or remain at work during emergencies. Following is the Duty Statement for Essential Employees:
"Carries out essential job functions or assigned emergency duties which may involve assignments within the Department of Health Command Center, deployment to a field location to participate in public health activities, or other duties as required during periods of emergency. If received, emergency assignments may be performed under adverse conditions and continue for periods ranging from a few hours to several weeks."

Essential Duties
- Provide oversight and monitoring of all programs.
- Participate in meetings (executive staff, Population Health staff and individual programs, and community-based programs).
- Answer questions referred from the Medical Director, Executive staff, County residents, other organizations and businesses, and the media.
- Serve as an active member of the epidemiology investigation team.
- Prepare annual program plan that reflects the past year's activities
- Set Bureau of Population Health and programmatic goals for the next three years.
- Complete the county budget package, writing justifications for changes, as appropriate, and managing the use of the budget throughout the year.
- Provide oversight to grant budgets.
- Provide regular written and verbal reporting of all programs at meetings and upon request.
- Monitor responsibilities delegated to other departmental staff.
- Review current literature as it relates to public health and public health programs.
- Provide day-to-day operational program direction when supervisors are not available.
- Identify public health issues that have a potential impact on Population Health programs.
- Effectively communicate Population Health and overall Chester County Health Department goals to staff.
- Mentor and coach Population Health program supervisors and staff.
- Provide for support from Master's degree students.
- Prepare weekly documentation of workplace activities.
- Monitor staff attendance and productivity through receipt of reports that focus on leave requests and monthly reporting.
- Direct evaluations of supervisory staff and review all evaluations completed by supervisory staff.
- Attend continuing education programs.
- Provide public health expertise to the Chester County Health Department.
- Ensure compliance with all applicable county, state and federal legislation and regulations.
- Perform other duties, tasks and special projects, as required.
Qualifications/Preferred Skills, Knowledge & Experience
Qualifications / Requirements:
- Master's degree from an accredited college or university, or equivalent combination of education and experience.
- At least five years of job-related experience.
- Knowledge of epidemiology case investigation procedures.
- Familiar with grant requirements for the delivery of service.
- Familiar with the principles and concepts of public health.
- General understanding of fiscal planning.
- Strong working knowledge of budgets, spreadsheets and interpreting audits.
- Ability to establish priorities.
- General understanding of Human Resource guidelines.
- Ability to work on conceptual design and policy development on a team.
- Excellent verbal and written communication skills.
- Ability to work independently and proceed with objectives.
- Accurate and detail oriented.
- Ability to maintain confidential information and handle confidential matters.
- Ability to coordinate and direct work assignments.
- Basic skills to use a personal computer and various software packages.
- A valid driver's license is required.
Preferred Skills, Knowledge & Experience:
- Master's degree from an accredited college or university in Public Health.
- Ability to mentor/coach staff.
- Experience conducting community assessment and improvement planning, data analysis.
- Knowledge of Disease Investigation and Surveillance program and requirements.
- Knowledge of Public Health Emergency Preparedness program and requirements.
- Demonstrated ability to engage partners in successful community partnerships.
- Six years of supervisory experience.
- Ten years of progressively responsible experience.
- Comprehensive experience in or with an agency.
- Excellent organizational skills.
- Strong time management skills.
- Ability to handle and resolve recurring problems.
- General knowledge and understanding of County of Chester policies and procedures.
