The Department of Public Works Administrative Office oversees and guides multiple divisions responsible for County infrastructure. This includes long-term planning, development, and maintenance of the infrastructure, managing general aviation airports, ensuring ADA compliance, and handling County building projects, including the coordination of the Beverly Hills and Citrus Springs MSBU projects.
As the Construction Manager for the Public Works Department, you will manage and perform administrative and technical field work involving the coordination and management of all major County sponsored construction projects. Ensuring ADA Compliance for all County properties and compliance with plan specifications, local, state, and federal codes, and laws to include federal grant procurement policy, Davis-Bacon Act, and The Build America, Buy America Act.

Essential Functions
- Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.
- Coordinates all aspects of construction and maintenance projects including, but not limited to, bid and contract preparation, specification development, pre-construction conferences, consultant selection, testing, inspection, compliance, permitting, etc.
- Supervises construction in area of responsibility to ensure compliance with local, state, and federal codes and laws. Ensures conformance with specifications and terms of contract. Interprets codes and specifications, as needed.
- Compiles information for project contracts such as cost, time schedules, testing requirements, and work elements.
- Defines projects, assigns resources and schedules.
- Performs field inspections of job sites and documents problems as they relate to area of responsibility. Reviews drawings.
- Assists other County Divisions with preparation of annual budget related to County construction projects.
- Assists other county construction staff and attends construction meetings, as needed.
- Evaluates specifications to plan procedures, starting and completion times, and staffing requirements for each phase of construction.
- Orders procurement of tools, equipment, and materials to be delivered at specified times to conform to work schedules.
- Liaise with engineers, architects, and other personnel working on assigned projects.
- Visits sites regularly during construction including, but not limited to, bid walks, pre-construction walks, in-progress visits, punch walks, and closeouts. Attends status and coordination meetings.
- Inspects work in progress to ensure that workmanship conforms to specifications and the adherence to construction schedules.
- Prepares or reviews reports on progress, materials used and costs, and adjusts work schedules as indicated by reports.
- Attends and participates in Board of County Commissioners' meetings, as needed.
- Performs other duties as required.
Minimum Requirements
Education, Training, and Experience
- Associate degree, vocational technical degree or specialized training that is equivalent to satisfactory completion of two (2) years of college education.
- Eight (8) years construction experience.
- Vertical Construction experience.
Certificates, Licenses, Registration, Skills
- Valid Florida Driver License or must obtain within 30 days of establishing residency in Florida.
- Professional certification as:
- Certified Construction Manager (CCM), or
- Associate Constructor (AC), or
- Certified Professional Constructor (CPC)
- Knowledge of federal, state, and local construction and maintenance procedures and practices.
- Knowledge of green building practices.
- Ability to read and interpret plans and specifications.
- Ability to prepare concise and accurate reports.
- Ability to communicate effectively both orally and in writing.
- Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
- Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).
- Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
- IS-100.c: Introduction to the Incident Command System (ICS); and
- IS-700.b: An Introduction to the National Incident Management System
Physical Requirements/Work Environment
- Requires a combination of sitting, standing, and walking.
- The job involves frequent lifting and carrying up to 20 pounds, and occasionally up to 50 pounds.
- The job requires frequent bending, balancing, and occasional squatting and reaching above shoulders.
- The job requires the completion of tasks that involve simple grasping, pushing, pulling, fine manual manipulation, typing, operating foot controls/levers, and driving automotive equipment.
