Hybrid: Because this role involves a combination of collaborative/in-person and independent work, it will take the form of a hybrid work format, with time split between working onsite and remotely. *Remote work will be considered for this role depending on candidate experience.
This role will support Small Form Factor programs within the Electronic Combat Solutions (ECS) Business Area. The successful candidate will bring a strong background in procurement and subcontracts and will support key programs across the product line on contractual matters, shaping subcontracting strategies, supporting internal and external audits, delivering compliant proposals, and managing subcontract purchase orders from initial placement through contract closure. This role is responsible for identifying opportunities and developing strategies to reduce risk, drive long-term affordability and Zero Defect initiatives within the supply base. The successful candidate has the ability to lead and influence cross-functional subcontract management teams to manage supplier relationships and overall subcontractor performance including technical, cost, schedule, and contract performance.
This role is responsible for directly managing key supplier relationships, as well as the issuance and management of supplier purchase orders and agreements that are fully compliant to internal policies & procedures, Federal Acquisition rules and regulations, and public law requirements. The successful candidate is able to develop, negotiate and execute key subcontract requirements such as statements of work, subcontract management plans and terms and conditions for the procurement of complex materials, equipment, supplies and services. The successful candidate must have the capability to accurately define requirements, develop evaluation and source selection criteria, manage requests for proposal (RFPs), evaluate complex supplier proposals, effectively negotiate subcontract scope, prepare awards and administer resulting subcontracts.

Required Skills and Education
- Bachelor's Degree in related discipline and 8 years or more of directly related work experience preferably in a government contracting environment, or 8-12 years of related experience in government contracting in lieu of bachelor's degree.
- Significant experience developing, defining, and ensuring compliance with key contractual requirements (statements of work, drawings/specifications, contractual terms & conditions, prime contract flowdowns, etc.).
- Strong experience leading and/or supporting the development and submittal of compliant supplier proposals, preferably in a defense and aerospace environment.
- Ability to develop successful negotiation strategies and effectively lead complex negotiations to achieve favorable outcomes and balanced agreements.
- Demonstrated knowledge of acquisition policies / procedures and demonstrated experience with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Public Laws applicable to U.S. Government Procurements. Knowledge of the International Traffic in Arms Regulation (ITAR) and Export Administration Regulation (EAR) and how they relate to major subcontracts and complex procurements.
Preferred Skills and Education
- Proactively identify risk and develop appropriate mitigation plans; Development of root cause and corrective actions plans
- Strong experience collaborating with cross-functional teammates (i.e. Contracts, Engineering, Quality, Program Managers, Finance, Compliance, etc.) and key internal/external stakeholders.
- Ability to effectively communicate with senior management regarding subcontract performance (i.e. cost, schedule, risks & opportunities, etc.) as well as performance to key financial objectives
- Well versed with Oracle ERP system.
- Cost Analysis experience (COPD, CID, Competitive), Earned Value Management and Lifecycle Management experience
