General Position Summary :

Montgomery County Public Libraries Montgomery County Public Libraries (MCPL) seeks a Program Manager II (PM II) (Central Programming Team Manager II - CPTM) to manage a diverse and talented central Programming Team that coordinates systemwide programming library activities across the Department's 21 public library branches, assuming a leadership role within the Programming, MarCom & Outreach division of MCPL. This role focuses on promoting library offerings, managing programming efforts, and ensuring equal opportunities for residents.

Ideal candidates will possess enthusiasm for library programming, effective communication with library patrons, and a solid commitment to the library's mission. This position requires a problem-solving mindset, meticulous attention to detail, and the ability to empower programming team members.

Essential Duties/Major Responsibilities :
  • The position, reporting to the Assistant Director for MarCom, Outreach & Programs, oversees the library's Central Programming Team (CPT) unit, handling systemwide and branch programming, external event communications, programming logistics, programming policies and procedures, and internal c-suite programming communications.
  • Responsibilities include overseeing branch programming, external notifications, education on available library systemwide programming, assessing resident needs, strategic identification of programming targets, relationship building with programming partners, and advancing library communications objectives regarding strategic programs.
  • This position ensures that all staffing programming efforts align with the system's strategic plan and the priorities set forth by the Director and County Executive.
  • Required experience includes programming expertise, demonstrating a commitment to diversity, building collaborative relationships, responding to community needs, internal communications coordination, project and time management adapting to change, communicating effectively, embracing technology, being an empathetic listener, having a passion for learning about library operations and programs, working with the digital strategies and marcom teams, and advising on programming procurement.
  • This position operates under broadly stated guidelines that require extensive interpretation and considerable judgment for appropriate application. Supervisory responsibilities include leading the MCPL Central Programming Team.
  • The position involves a 40-hour workweek with a current hybrid telework schedule, subject to change per county government needs.

Minimum Qualifications

Minimum Qualifications :

Experience: Thorough five (5) years professional experience in a community, library, museum, non-profit or cultural organization programming capacity. Supervisory experience managing a team.

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

OHR will review all applicants for minimum qualifications. Applicants who meet minimum qualifications will be rated "Qualified," placed on the Eligible List, and may be considered for interview.

Selection for interviews will be given to applicants with experience in the following:
  • Experience managing diverse programming teams.
  • Coaching and reviewing personnel, including performance evaluations and staff schedules.
  • Developing, conducting, and evaluating staff training, planning, and leading meetings.
  • Providing customer service and resolving complex programming issues in a public-facing setting without direct supervision.
  • Counseling senior leadership on programming opportunities, community-building initiatives, and public-facing communications.
  • Event Management, Public Presentations, and Logistics.
  • Answering community questions on available organization programming while enhancing information delivery.
  • Managing high-level Community Awareness projects and executing a Strategic Programming plan.
  • Proficient with Project Management software like MONDAY, Trello, or Basecamp.
  • Developing Programming Portfolios showcasing expertise in event and resource communications.
  • Participating in community events as a speaker, presenter, or guest on behalf of an organization.
  • Working with people of diverse racial, ethnic, cultural, and religious backgrounds.
  • Analyzing community problems and programming data and developing sound and appropriate recommendations.
  • Coordinating community library events with department staff, other departments, and County officials.
  • Data Analysis to develop target Mapping specific to achieving the goals and outcomes of an organization.
