About the Position:
This Program Manager I is located in the Department's Services to End and Prevent Homelessness division, Data and Research Team . This position is responsible for supporting the implementation of the community's CES Policies and Procedures in accordance with federal guidelines established by the U.S. Dept. of Housing and Urban Development (HUD) and local priorities.
The coordinated entry (CE) process is an approach to coordination and management of a crisis response system's resources that allows users to make consistent decisions from available information to connect people efficiently and effectively to housing and service interventions that will rapidly end their homelessness. Through coordinated entry, a CoC ensures that the highest need, most vulnerable households in the community are prioritized for housing and services first.
By having standardized processes, the system increases accessibility for clients; it is no longer about who the person happens to speak with on a given day or making a person fit into a program. Rather, it is about understanding and responding to the person's individualized needs so that veteran homelessness can be rare, brief, and on time.

Minimum Qualifications
Experience: Considerable (3 years) of professional experience in a program/specialization area directly related to the assignment of the position. (NOTE: For positions in the DHHS' Coordination of Community Services Program: Applicants must have an advanced degree in a human services field and 1 year of professional experience OR a Bachelor's degree in a human services field with 3 years professional experience; No substitution allowed).
Education: Graduation from an accredited college or university with a Bachelor's Degree.
Equivalency: An equivalent combination of education and experience may be substituted. (NOTE: For positions in the DHHS' Coordination of Community Services Program education and experience requirements may be waived if an individual has been employed as a coordinator for community services supervisor for at least 1 year as of January 1, 2014).

Commitment and ability to engage in an empathetic, non-judgmental way with people in stressful situations -- to establish rapport in order to help them resolve their immediate housing crisis. Needs to be culturally competent across all populations.

The Program Manager I will be responsible for:
- Homeless Individuals and Families - Day-to-day management of the Coordinated Entry System (CES) list, which will include running reports from Homeless Management Information System (HMIS), following up with providers to ensure that clients have documentation.
- Veteran Clients - Day-to-day management of the By-Name-List, make all additions to the list, either from HMIS info or direct referral from providers.
- Administrative support for HMIS reporting requirements related to Coordinated Entry tasks.
- Prepare and submit monthly statistical report and other reports for the CES, special initiatives and ICH, as required.
- Assist with the analysis of the Coordinated Entry system as well as implementation of system changes, as needed.
