General Position Summary :

Montgomery County Public Libraries Montgomery County Public Libraries (MCPL) seeks a Program Manager II , (Community Outreach - COPM) to manage community relations and outreach activities. The position will manage a diverse Outreach Team that works to communicate library offerings with individuals and groups within or outside MCPL, including library patrons, department managers, community leaders, advisory boards, and committees.

The COPM will work closely with the Marketing & Communications (Marcom) Program Manager II in assessing the needs, issues, and concerns of the residents of Montgomery County in Equity Focus Areas (EFA) according to the MCPL Strategic Plan. This role focuses on promoting library offerings, managing community marketing efforts, and ensuring equal opportunities for residents.

The position, reporting to the Assistant Director for Outreach & Programs, oversees the library's community outreach, external notifications, education on library programming, assessing the needs, issues, and concerns of the residents of Montgomery County, strategic identification of community targets in need of library resources, and relationship building with potential programming partners,

This position operates under broadly stated guidelines that require extensive interpretation and considerable judgment for appropriate application.

Essential Duties/Major Responsibilities :
  • The Community Outreach Program Manager, reporting to the Assistant Director, leads proactive and reactive outreach efforts, integrating central office resources with industry best practices. This role counsels the Assistant Director and Director on outreach opportunities, community-building initiatives, and public-facing event and resource communications.
  • Responsibilities include being the primary liaison for library patrons/customers on organization resources and coordinating external outreach efforts with the MCPL Marketing & Communications Manager.
  • Successful candidates will demonstrate a commitment to diversity, building collaborative relationships, responding to community needs, adapting to change, and communicating effectively while embracing technology as an empathetic listener.
  • Required experience includes outreach expertise, community relationship building, internal communications coordination, project and time management, and knowledge of library operations. This position also requires interpreting policies, partnering with external organizations, coordinating internal and external outreach communications, working with the digital strategies and marketing teams, advising on procurement, and serving as the point of contact for the library's central outreach efforts.
  • Supervisory responsibilities include leading the MCPL Central Outreach Team and managing the Electric Outreach Vehicle (EOV).
  • The position involves a 40-hour workweek with a current hybrid telework schedule, subject to change per county government needs.

Minimum Qualifications

Minimum Qualifications :

Experience : Thorough five (5) years professional experience in a community outreach programming capacity. Supervisory experience managing a team.

Education : Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency : An equivalent combination of education and experience may be substituted.

OHR will review all applicants for minimum qualifications. Applicants who meet minimum qualifications will be rated "Qualified," placed on the Eligible List, and may be considered for interview.

Selection for interviews will be given to applicants with experience in the following:
  • Experience managing diverse community outreach teams.
  • Coaching and reviewing personnel, including performance evaluations and staff schedules.
  • Developing, conducting, and evaluating staff training, planning, and leading meetings.
  • Providing customer service and resolving complex outreach issues in a public-facing setting without direct supervision.
  • Counseling senior leadership on outreach opportunities, community-building initiatives, and public-facing communications.
  • Event Management, Public Presentations, and Logistics.
  • Answering community questions on available organization programming while enhancing information delivery.
  • Managing high-level Community Awareness projects and executing a Strategic Outreach plan.
  • Proficient with Project Management software like Monday, Trello, or Basecamp.
  • Developing Outreach Portfolios showcasing expertise in event and resource communications.
  • Participating in community events as a speaker, presenter, or guest on behalf of an organization.
  • Working with people of diverse racial, ethnic, cultural, and religious backgrounds.
  • Analyzing community problems and outreach data and developing sound and appropriate recommendations.
  • Coordinating community library events with department staff, other departments, and County officials.
  • Data Analysis to develop target Mapping specific to achieving the goals and outcomes of an organization.
