Job Description

Purpose:

Under supervision of the Director of Mental Health Services, plans design and evaluates programs and systems relating to Substance Abuse Outpatient Services, and implements these by appropriate analytical, liaison consultative and related functions while working within the guidelines and responding to mandates of regulatory agencies such as OASAS and DOH/DMH.

Specific Duties and Responsibilities:

Coordinating Manager B is charged with and responsible for:
Prepares program guidelines, designs protocol and delineates the problems relating to their implementation.
Plans and conducts activities and projects such as - Feasibility assessments and resources analysis, content and standards for the professional components of health care projects, analysis of current billing actives of clerical staff, analysis of department and OASAS other demographic data, public policy and legal mandates.
Defines and develops data needed to provide the factual basis for plans. Converts data into quantification measures for utilization ratios and patters, staff productivity, staffing needs, pricing and costs formula and other studies.
Maintains liaison and coordinates activities with involved governmental or health care agencies - OASAS, NYC H+H Central Office, operational health facilities personnel, and representatives of the community.
Consults with personnel in other segments of the hospital involved in the financial, operational or professional components of health care program plans.
Participates in providing technical/professional assistance to operational facilities by assisting in development of training materials, preparation of interpretive bulletins and procedures, etc.
Participates in developing strategies and alternative approaches for improvement of specified health care programs.
8. Serving effectively as a liaison between clinical, clerical and other hospital staff while, with maintaining a strong emphasis on patient care.
Participates in designing evaluative measures and protocols by which program efficiency and cost effectiveness can be audited and participates in the evaluation audits.
Implement directives of the Division Director, Executive Office or designee to review and evaluate existing programs and make recommendations for improvement.
Performs other relates tasks.
Collaborative with clinical and support staff.

Minimum Qualifications
1. A Master's degree from an accredited college or university in Public Health, Public Administration, Business Administration, Social Work, Psychology or Rehabilitation Counseling; and
2. Two (2) years of full-time experience in medically-oriented health care and medical support systems environment, one (1) year of which included experience in an administrative or supervisory capacity in such occupations as physical, occupational, inhalation, speech and audiology therapy or as Medical/Laboratory Technologist, Microbiologist (various specialties), Chemist (biochemist), Radiation and X-Ray Technician; or two (2) years of responsible level experience in business management systems or general administration including one (1) year in a supervisory or administrative capacity; or
3. A Baccalaureate degree from an accredited college or university in disciplines listed in "1" above; and
4. Three (3) years of full-time experience, as described in "2" above, including two (2) years of experience in an administrative or supervisory capacity in occupations, as listed in "2" above; or
5. A satisfactory equivalent combination of education, training and/or experience.

Note: Certification or licensure may be required.

Department Preferences
Knowledge of computer-based programs such as OASAS applications, EPIC, Word and financial based programs such as Excel or other spreadsheet systems.
Knowledge of SUD and or Mental Health treatment.
Strong verbal/written communication and customer ICARE values.
Ability to establish successful interpersonal relationship with patients and coworkers.
Demonstrate commitment to continued professional development.
