Overview

The Director of Buildings and Structures will support all departments with maintenance, repairs and new construction oversight of facilities across the Florida East Coast Railway Network.

Responsibilities

DUTIES AND RESPONSIBLITIES:
  • Supervise, coordinate and provide quality control oversight to contracted services including new building construction.
  • Utilize personal knowledge of general building construction and facilities maintenance to make minor repairs or alterations to facility assets as required.
  • Inspects facilities periodically to determine problems and necessary maintenance.
  • Development of capital and operating budgets based on knowledge of railroad facilities and sound estimate practices.
  • Ensures adherence to all safety and quality practices and procedures.
  • Development of contractor bid documents and pre-bid meetings.
  • Scheduling and oversight of facility inspections to ensure regulatory compliance.
  • Provides assistance, supplies and facilitate daily needs to office employees as necessary.
  • Reviewing and tracking project documents to include submittals, scopes of work, and project accounting.
  • Manages payments to contractors and vendors, including reviewing and approving schedules of value, and invoices.
  • Maintains good communication with representatives from all departments.
  • Monitor completion of preventative maintenance schedules of contract services.
  • Miscellaneous activities and responsibilities as assigned by manager


Qualifications

MINIMUM QUALIFICATIONS:
  • Professional Engineer license
  • Valid driver's license
  • 10 years experience in the maintenance of railway bridges and possess good understanding of drawbridges, steel, concrete and timber structures as well as culvert inspection and maintenance.

PREFERRED QUALIFICATIONS:
  • Facilities experience a plus.
  • Demonstrates capability to apply relevant knowledge and technical skills to monitor adherence to FEC policies and standards and regulatory requirements.
  • Capability to develop and manage a project plan/schedule.
  • Ability to simultaneously manage priorities and ensure delivery of key performance metrics during emergency and non-emergency operations.
  • Ability to lead employees, develop moral, influence peers, effectively participate in cross functional projects with all FEC team members, and effectively communicate with senior management.
  • Must possess substantial interpersonal skills and be able to communicate effectively in writing and in-person with all levels of supervisory and non-supervisory employees, contractors, consultants, federal, state and local government entities, and freight railroads.

SUPERVISORY RESPONSIBILITY
  • Carries out supervisory responsibilities in accordance with FEC policies and applicable laws. Responsibilities may include interviewing, hiring, and training employees; planning, assigning and directing work, appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.


KNOWLEDGE & SKILLS:
  • Must be a self-starter and someone who delivers results

  • Adapts rapidly to changing circumstances and manages stressful situations
  • Ability to read and interpret engineered drawings and specifications.
  • Must be customer-focused - internal and external
  • Ability to handle multiple projects and maintenance activities simultaneously.
  • Familiarity of commercial/industrial facilities and their components, to include: primary power systems, shop equipment, HVAC, electrical and plumbing systems.
  • Result-focused; gives clear directions and prioritizes daily tasks
  • Strong verbal and written communication skills to interact with employees at all levels throughout the organization
  • Understand and apply safety standards, policies and procedures
  • Knowledge of rail operations and physical infrastructure
  • Proficient with Microsoft Office
  • Working knowledge of AutoCAD

WORKING CONDITIONS:
  • Work hours may vary in length and schedule
  • Combination of office and field work in varying weather and environmental conditions
  • Successful completion of a background check, physical, and drug screen prior to start date

  • Up to 40% travel required
