Job Overview
The Air Force Office of Scientific Research (AFOSR) seeks to fill a DR-0801-IV within the AFOSR Civilian Unit Leader Office (CL), AFOSR.
Position duties include, but are not limited to:

Required Qualifications
Basic Requirements:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

The Air Force Office of Scientific Research (AFOSR) seeks to fill a DR-0801-IV within the AFOSR Civilian Unit Leader Office (CL), AFOSR.
Position duties include, but are not limited to:
- Serves as the Chief Engineer & Engineering Technical Authority for AFOSR. Directs, coordinates, and oversees work through subordinate employees.
- Provides advice to the Director, AFOSR on Systems Engineering and Program Management (SEPM) rigor, develops and implements local, engineering related processes, policies, practices, tools, and associated training across AFOSR to balance risk/opportunity and costs.
- Leads, promotes, and enables complex engineering and scientific multidisciplinary research (e.g., electronics, mechanical, systems, aerospace, etc.) to advance AFOSR mission.
- Plans, directs, and coordinates complex research projects and/or processes and technology integration and transfer.
- Conducts AFOSR SEPM execution reviews and participates in the AFRL SEPM Boards.
- Resolves multifaceted problems and provides technical guidance to foster collaboration, promote partnerships, encourage innovation, technology integration, transfer/transition.
- Oversees ORTA and data analytics functions.
- Cultivates and sustains a professional atmosphere of cooperation, cohesion and teamwork.
- Communicates and collaborates with HQ AF, MAJCOMS, COCOMS, AFRL Directorates, other services, universities, and industry both nationally and internationally.
- Authors, publishes, and directs authoritative technical reports, articles, papers, and presentations presented to internal and external senior leaders and officials, as well as professional conferences.
- Promotes a culture where Intellectual Property (IP) is developed, documented, protected, and rewarded.
- Reviews technical publications as part of technical publication review process.
- Utilizes scientific/engineering knowledge to assist in IP transfer, transition, or commercialization.

Required Qualifications
- At least one (1) year of specialized experience at the next lower grade, DR-03/GS-14 or equivalent in other pay systems. Specialized experience includes knowledge of engineering principles, techniques, methods, and practices. Skilled at analyzing data to draw conclusions and make recommendations to organizational principals. Experience with technology transfer and transition, program management, and IG inspections.

Desired Qualifications
- PhD degree in a field related to the research areas identified in the Job Overview.
- Eight (8) or more years of experience following graduate school.
- Experience leading groups of research scientists in the research areas identified in the Job Overview
- Excellent written and oral communication skills; comfortable explaining concepts to expert and lay audiences
- Motivated problem solver who can develop and implement solutions with minimal oversight.
- Experience working with or within the Department of Defense research community.
- Experience cultivating and sustaining a professional environment of cooperation, cohesion, and teamwork.
- Experience developing and maintaining close relationships with academia and other government agencies associated with basic research.
- Knowledge of the state of the art in associated disciplines is required to judge world-class research.
- Familiarity with DoD programming and budgeting processes
- This is an Acquisition Professional Development Program (APDP) position requiring level/Tier 2 (Practitioner) Non-certification in Engineering & Technical Management. The selectee will have to meet the required training in 5 Years.
- You may be expected to travel for this position.
- May be required to successfully complete a three (3) Supervisory year probationary/trial period.
