The City of Hillsboro is looking for a Planning Development Services Manager to oversee the Planning Development Services team, administer zoning, manage land use approvals, and ensure exceptional customer service.
This dynamic role involves leading a team of six, full time staff, in a city experiencing strong and sustained growth.
What You'll Be Doing:
As a vital member of our Community Development management team, you will oversee the Planning Development Services team in administering zoning, providing land use approvals, managing projects, and ensuring exceptional customer service. The team includes six direct reports, comprising both technical support and professional staff. You will also provide advanced technical support on complex land planning issues and projects.
You will support Boards, Commissions, and the City Council, serve on special committees, act as a liaison for intergovernmental issues, develop policies and procedures, oversee studies and projects, and ensure compliance with applicable codes, regulations, and standards.

The ideal candidate will have strong people management skills to lead a complex team that supports a wide range of projects. The ability to balance regulation and adaptability is essential. As the Planning Development Services Manager, you must find solutions to complex issues and be able to communicate those solutions to internal and external stakeholders. Knowledge of applicable Federal, state, and local laws, codes, regulations, and ordinances is beneficial. Experience in urban and regional planning, a solid understanding of zoning and land use principles, real estate development, project management, contract management, budgeting, and effective customer service are also important.

Acceptable Experience and Training
Bachelor's degree in Urban or Regional Planning, Urban Design, Architecture, Geography, or related field and four years of increasingly responsible municipal planning with some supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Licenses/Certifications
Valid Driver's License and safe driving record.
American Institute of Certified Planners Certification.

Primary Duties & Responsibilities:
- Supervise staff, including prioritizing work, conducting performance evaluations, ensuring training, maintaining a healthy work environment, and making hiring, termination, and disciplinary recommendations.
- Oversee municipal planning activities, provide advanced technical support, review and recommendations on complex planning issues and land development proposals, and ensure compliance with applicable codes and standards.
- Provide project management oversight and support for special projects and high-profile land use projects, including defining scope and budget, determining schedules, providing technical guidance, and monitoring project completion.
- Serve as a liaison to Boards, Commissions, and the City Council, serve on special committees, and act as a liaison for intergovernmental issues.
- Ensure exceptional customer service, respond to technical questions and complaints, resolve conflicts, and initiate problem resolution. Conduct meetings and prepare reports for internal and external customers and officials.
- Develop, implement, and administer policies and procedures, manage contracts, and oversee special projects and studies.
