GENERAL DESCRIPTION

This position offers an opportunity to lead a high-performing team and focus on innovation and continuous improvement. The team takes pride in providing excellent support for over 50 systems, including Public Safety, Tax Revenue, Finance, Human Resources and Payroll applications. Experience in managing these types of systems, projects and teams is preferred, as well as a strong background in functional, technical and data analysis oversight. Performs complex technical and managerial activities directing full lifecycle of technology solutions - requirements gathering and analysis, design, development of custom solutions where needed, vendor solution selection and integration where needed, system testing and end user acceptance functions. Serves as the lead liaison between the Application Services team and the business units served by IT. Works closely with other teams within IT and performs other duties as assigned. Must be a team player and a leader with the ability to adapt to change and work effectively and extensively with customers.
ESSENTIAL JOB FUNCTIONS

  • Directs the activities of the Application Services staff to ensure completion of assigned projects and administers policies.
  • Evaluates work of staff for accuracy and conformity with established procedures.
  • Develops, implements, and enforces procedural and documentation standards for applications.
  • Reviews and makes recommendations on all proposed systems solutions.
  • Analyzes project requests in relation to current and future plans.
  • Manages project planning, control and reporting activities in collaboration with the IT Program Portfolio Office.
  • Establishes general schedules and priorities for Application Services staff.
  • Develops and makes formal presentations to IT and County leadership as needed.
  • Establishes and maintains vendor management standards and relationships
  • Assists IT staff and IT customers with contract negotiations for purchased applications.
  • Advises project leaders on preparation of estimates, schedules and reports.
  • Prepares annual budget submission, reviews and authorizes expenditures.
  • Performs other duties as assigned.

REQUIREMENTS/PREFERENCES

Education
Required: Bachelor's degree from an accredited college or university in information technology, computer science, software engineering, or an equivalent technical discipline, or related field or any combination of education and experience equivalent to degree.

Experience
Required: Extensive experience in the selection, design and implementation of information technology systems, project management, customer engagement, and technical staff supervision.

Knowledge, Skills and Abilities

  • Comprehensive knowledge of and possession of technical skills in state-of-the-art information technology systems, both on-site and hosted, project management, and full lifecycle management of systems, cost/benefit analysis, systems documentation. Knowledge of system development standards, data analysis and databases are highly preferred.
  • Effective supervisory and leadership skills and current knowledge of practices, methods and techniques.
  • Ability to gather and analyze data
  • Communicate effectively both orally and in writing, as well as make oral presentations
  • Lead staff
  • Establish and maintain effective working relationships with staff, users and senior level management
  • Work independently with general directions and minimal supervision.
