Position Description

Assists the Finance Director and Finance Deputy Director in directing, planning, organizing, and coordinating all programs, functions, and activities of the court finance staff. Provides leadership as a member of the Court's management team to ensure that services are aligned with the Court's mission. May occasionally act as the Finance Director in the absence of both the Finance Director and Finance Deputy Director. This is a classified position that reports to the Finance Director and works directly with the Deputy Court Administrator when located at the Justice Court. The incumbent performs under limited supervision.
Duties/Responsibilities
Minimum Qualifications
Master's Degree from an accredited college or university with a major in accounting, finance, or a closely related field and two years of professional accounting experience, including one year in a management or supervisory capacity; OR Bachelor's Degree from an accredited college or university with a major in accounting, finance, or a closely related field and four years of professional accounting experience including two years in a management or supervisory capacity; OR any equivalent combination of experience, training and/or education approved by the Finance Director and Human Resources. CPA licensure is desirable but not required.
None required, but CPA licensure is desirable. Preference is given to applicants with specialized certification or licensure relative to the area of assignment.

Duties/Responsibilities
- Champions the values of the court through example and accountabilities.
- Manages staff, evaluates performance, makes hiring decisions, and takes disciplinary action up to and including termination.
- Evaluates, assigns, and monitors overall unit workload distribution and activities.
- Prepares and develops budgets by creating, preparing, reviewing, and editing budget requests from other court personnel for approval; developing projections and preparing budgetary forms, justifications, and correspondence; coordinating modifications with other departments and making recommendations.
- Manages and ensures timely receipting of payments.
- Participates in developing, recommending, implementing, and administering policies and procedures for the effective operation of the division and assuring that quality standards are met.
- Ensures department operations conform with local, state, and federal governmental regulations, Arizona Supreme Court Minimum Accounting Standards, and other applicable rules and requirements.
- Ensures compliance with local, state, and federal funding requirements.
- Analyzes statistical data to determine filing trends that impact staffing, budget, and revenue collection.
- Coordinates department activities with other departments, County and State agencies, and other public entities.
- Communicates with other court managers to ensure consistent use of financial procedures and policies.
- Participates in the recommendation, implementation, and maintenance of internal controls.
- Reviews legislation for impact to the court and initiates procedure or policy revisions.
- Acts as a liaison and provides customer service between local and statewide courts, outside agencies, criminal justice system agencies, and the units within the court.
- Responds to complaints and/or inquiries, determines necessary action, directs parties, and resolves complex problems.
- Assists in the preparation of grant applications and final reporting of grant expenditures.
- Oversees and ensures audit requirements are being met, in addition to implementing changes related to audit findings.
