As an Expert-Level Strategic Business Consultant / SME, you shall provide subject-matter-expertise as a consultant to a government team in the domains of technology, process, and business innovation. You shall define and implement strategies to identify commercially-available solutions for NGA's effort to provide integrated world-class customer service and geospatial knowledge, content and services worldwide. In doing so, you shall use innovative and 'outside-the-box' methodologies to solve customer problems and develop new NGA GEOINT Online Service capabilities. You shall be tasked identifying, exploiting and making use cases for outside innovations and best practices from others in our industry, partners, and customer communities. You will also develop new and follow-on NGA acquisition strategies in order to acquire critical skillsets and augment the government workforce against current and future demands.

In this role, you may be expected to:
- Support collaborative teams of multi-functional resources in the delivery of specific technical and/or process projects.
- Assist the Government in the preparation of Acquisition documents and briefings to meet NGA Acquisition milestones.
- Provide expertise to align technical requirement with acquisition strategies.
- Provide technical and acquisition expertise to support the Government multi-functional team throughout the entire Acquisition process.
- Support the development of pre-acquisition documentation in preparation for a new NGA acquisition.
- Research acquisition topics for use in acquisition strategies and documentation.
- Analyze and evaluate new emergent technologies and /or processes for opportunity and application to NGA Initiatives.
- Provide advice on business case development for NGA strategic initiatives.
- Support to the management of multiple concurrent technology projects from problem definition through new capability adoption.
- Support to the implementation of new strategies to expedite prototype testing and feedback quickly and spur agile acquisitions.
- Use knowledge of industry trends to influence NGA planning.
Required Qualifications

Must-Haves:
A minimum of twenty (20) years of generalized experience, with at least fifteen (15) years of experience in the following concentrations:
- Specialized experience in program & project management tools and techniques, supplemented with at least one active PMP, DAWIA Level III, or similar certification in program management.
Education:
- Bachelor's Degree or Master's Degree in Information Systems, Computer Science, Systems Engineering, or a Business related field such as Economics, Finance, or Accounting.
Desired Qualifications
Nice-to-haves:
- Demonstrated specialized experience with enterprise architecture and/or solutions architecture
- Demonstrated specialized experience in the development of pre-acquisition and acquisition documentation.
- Demonstrated specialized experience with acquisition strategies and approaches for follow-on or new enterprise contract vehicles, in the procurement of critical skills sets and staff augmentation for the government.
- Demonstrated experience with leading value chain analyses, brainstorming sessions, concept development, table top exercises or risk assessments.
- Demonstrated experience in recommending strategies and developing plans to effectively manage risk across the project or organization.
