Job Summary: The Director of Business Operations is responsible for assisting the district's Chief Financial and Operations Officer in providing strategic leadership for financial and operational functions and programs in the district in order to support the district's mission and vision, while ensuring compliance with local, state and federal laws and board policy. In addition, provide the leadership, management, and vision necessary to ensure that the school district has the proper processes/systems in place to create a strong infrastructure that supports and enhances teaching and learning.

Primary Duties and Responsibilities:
  • Critically assess the various business and operational areas with an eye toward driving operational efficiencies, improving processes and productivity, building capacity, generating alternative revenue streams, and developing innovative approaches for expanded opportunities.
  • Foster a collaborative, engaged, and passionate team/work environment that supports the mission and vision of the school district. Provide mentoring and development opportunities to administrative team members to further foster this type of work environment.
  • Assist CFO/COO in:
  • Facilitating short- and long-term financial and capital improvement planning which involves prioritizing, planning, budgeting, analyzing, negotiating, monitoring, and communicating to ensure a healthy and sustainable school district consistent with the mission and vision of the school district.
  • District budget development/preparation, budget monitoring, and presentations to community stakeholders.
  • Developing and executing strategic initiatives in support of the achievement of district goals.
  • Providing overall direction and leadership to the following departments:
  • Facilities management - charged with managing the physical plant and operational services in a manner that is cost effective, safe and consistent with the mission and vision of the school district.
  • Student transportation office - charged with conducting the student transportation system in a safe, efficient and fiscally responsible manner, consistent with polies of the Board of Education.
  • Business office - charged with administering all business operation functions in an efficient, ethical manner and in support of the overall mission and vision of the school district.
  • Food Services department - charged with providing a quality school breakfast and lunch program while maintaining a sustainable, self-funded program.
  • Human resources department - charged with administering all human resources functions in an efficient, ethical manner and in support of the overall mission and vision of the school district.
  • Execute, supervise and evaluate the overall direction of the Food Service and Human Resources departments, while building capacity and critically assessing the various functions of the departments with an eye toward improved efficiency and innovative approaches.
  • Operational departments under the direction/supervision of the Director of Business Operations are subject to change/expand.
  • Provides leadership, support and guidance to operational administrators, district leaders and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, workers compensation, investigating allegations of wrongdoing, and terminations; ensure efficient, confidential, and accurate enforcement of policies & procedures, and oversee employee disciplinary meetings/Loudermill Hearings, as needed.
  • Monitor and analyze district benefit trends and associated costs. Create and present trend analysis and propose initiatives to best support the employee population and control costs.
  • Perform data/financial analysis on operational processes to identify trends, successes, opportunities, and/or problems/issues that need to be addressed through targeted support, training, modifications to policies and procedures, or other solutions.
  • Provides ongoing training, support, and coaching for district leaders in all areas related to managing human and financial resources.
  • Assembles and leads the district wellness committee to include wellness education initiatives and annual policy review.
  • Conduct performance analysis, recommend improvements for identified gaps, oversee process improvement initiatives, and implement strategies for efficiencies and cost reduction.
  • Serve as project manager for various operational programs and district initiatives/ oversee the planning and execution of special projects as assigned or identified, ensuring timely delivery and successful outcomes.
  • Analyze, maintain, and update district policies, staff handbooks, protocols and standard operating procedures for operational departments. Ensure compliance with relevant Federal and State laws and regulations and manage distribution of updated policies and procedures to various employee groups, as appropriate.
  • Attend Board, Board committee, district, job-alike, other consortium-based/IU committees and community meetings as needed/requested.
  • Serve as Assistant Board Secretary and maintain knowledge of current protocols/practices for board governance.
  • Perform other duties as assigned by the Chief Financial & Operations Officer or Superintendent.

  • Qualifications:
    • A minimum of eight (8) years' experience in one or more areas of business operations with at least five (5) years serving in a management capacity. Project management experience preferred.
    • Bachelor's degree required. Master's degree in business administration or school business leadership preferred.
    • School district leadership/management experience preferred
    • Submission of pre-employment medical examination (Section 148 of the PA School Code)
    • Submission of the following clearances:
      • PA State Criminal History Record (Act 34 & Act 114)
      • PA Dept. of Public Welfare Child Abuse History Clearance (Act 151 & Act 114)
      • Federal (FBI) Background Check (Act 24)
    • Such alternatives to the above qualifications as the Board may find appropriate and acceptable
