PRIMARY FUNCTION:
Performs a variety of supervisory and administrative tasks in directing the professional development activities at all levels in the organization. Employees are responsible for assessing system-wide professional development needs, setting specific goals, developing training programs to meet specified needs, and evaluating the effectiveness of implemented programs. Also plans and directs the overall professional development of beginning teachers, lateral entry teachers, mentors and new teachers to the district. Provides leadership in the development, implementation and coordination of the grade kindergarten through grade five curriculum and instructional programs; monitor and evaluate compliance with state and federal statutes and local Board policies; and provide administrative support and supervision for elementary school principals and supervision for elementary instructional coaches.

Must be able to use hands and fingers for manual dexterity in an office environment. Other required qualities include close vision, ability to adjust visual focus, and the ability to talk and hear.
WORK ENVIRONMENT:
While performing the duties of this job, the employee regularly works in indoor conditions and regularly works near video displays. The noise level in the work environment is usually moderate. Regular coordination with school administrators and daily liaison activity throughout the division. Contact with media personnel. Attend school division activities. Regular contact is made with teachers, parents, students, and other community members. These contacts may be contentious. Occasional contact with School Board members, State Administrators, and representatives of Federal Agencies is necessary.

- Hold a South Carolina educator license in School Administration or an endorsement in Administration and Supervision K-6

Education:
- Master's degree in Education, School Administration, or a related field
- Five years of experience in school administration or equivalent experience required.
- Other qualifications as the superintendent and board may find appropriate.
Experience:
- Five (5) years elementary classroom experience
- Five years of experience in school, district, administration or equivalent experience required.
- Strong interpersonal and communication skills
- Ability to analyze and interpret data and use problem solving skills
- Experience in implementing school-wide programs
- Training and experience in mentoring and coaching school administrators
- Or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
ESSENTIAL FUNCTIONS FOR ELEMENTARY EDUCATION:
- Maintains current knowledge of early childhood and elementary education and of new or impending legislation to ensure compliance with external regulations and to communicate pertinent information to the administration and staff.
- Serve as liaison to the Executive Director of Instructiont in planning, developing, coordinating and evaluating district wide instructional related initiatives for grades K-5..
- Facilitates the preparation of curriculum documents, including local school improvement plans and updates annually specifying curriculum, enrollment, and budgeting of resources.
- Modifies budgets as program demands and categorical funding changes occur, with adjustments which retain proper balance among various program areas.
- Compiles and analyzes data to assist in preparation of reports to local, state, and federal agencies and for planning and evaluating the elementary education programs in the district.
- Confers with appropriate staff concerning student enrollment, number and kinds of positions needed, and assignment of duties, as required by state and local regulations
- Recommends courses of study and/or support services to be offered based on information obtained through review of survey and assessment data.
- Assists in the evaluation of the effectiveness of instructional programs and projects through follow-up of students' anecdotal, EOG and assessment results.
- Identify, promote and provide staff development based on opportunities for improvement identified in the assessment data, classroom observations, and an implementation of new courses of study.
- Ensures curriculum materials, instructional strategies, and classroom procedures are aligned to ensure maximum student achievement and success.
- Informs individual staff members of changes needed and alternatives which will improve their instructional methods; use of facilities; and relationships with students, staff, and the public.
- Maintains Personal Growth Plans on all employees supervised or assigned and works closely to ensure all components are addressed.
- Coordinates a comprehensive and system-wide Safety and Health Program and Serves on the Healthy Active Children's Committee.
- Approves homebound instruction for regular education.
ESSENTIAL FUNCTIONS FOR PROFESSIONAL DEVELOPMENT:
- Plan, direct, supervise, assign and evaluate the system's staff development activities.
- Determine training needs at the school system level; deliver staff development goals; deliver system-wide training programs for all staff; assess the effectiveness of training.
- Assist schools with assessing the needs of and developing their own staff development programs.
- Assists schools with needs assessment and development of their professional development plans.
- Assists individuals and groups in identifying external and internal resources for learning opportunities, including instructor-led training and self-study materials.
- Support the supervision and evaluation of Instructional Coaches
- Maintain online the professional development system, making modifications as needed, keeping accurate records for each employee renewal credit.
- Facilitate the development of systems, policies, and procedures to streamline operational functions and minimize duplication of efforts and redundancies within the school/department offices.
- Coordinate with the Directors of the Curriculum, Instruction and Assessment department on all professional development activities related to Title I, Title II, Title III, Title V, and content areas.
- Manages and organizes the district Beginning Teacher Program including school coordinators, professional development.
- Maintains appropriate documentation for the district and state-required expectations for beginning teachers, lateral entry teachers, and mentors in the district.
