This position is in support of Fluor Mission Solutions, which is the division that supports Fluor's US Government customers. The successful candidate may provide oversight for federal contract management activities on Fluor Government projects and will act as a contract manager on individual Fluor contracts and support proposal efforts. This role assures compliance with all statutes, regulations, and contract terms and conditions within the US Government Contracts Arena. The position requires the contract manager to participate in developing and approving contracting strategies generally directly reporting through an intermediate senior contract manager. The individual will also be responsible for review and approval of contract awards within their delegated authority. Summary of duties is as follows:
Administer moderately large and complex federally funded contracts, including provision of day-to-day contract administration including coordination with Fluor Federal Solutions' Project/Site Managers on such matters as contract interpretation, proposal questions, REAs, Claims etc. Interface with both internal and external customers.
Evaluate US Government Requests for Proposals, participate in development of proposals, negotiate contract terms and conditions, and coordinate technical scopes of work including interface with all project disciplines (project controls, legal services, project management, , engineering, finance/accounting, and client)
Develop final proposal evaluations, prepare contract recommendations, and present recommendation to project team and/or client
Support the development of the Project's change management procedure to provide a methodology to identify changes, quantify the additional time and compensation due Fluor per the contract, define approval requirements and communicate changes to the Customer.
Coordinate with other project team members to identify customer related actions or inactions, which result in constructive contract changes. Recommend and implement actions to document and request the additional compensation or time due Fluor. Process client issued change orders to the contract and, when required by the client, negotiate such change orders, and develop and direct the efforts to negotiate and resolve claims in coordination with the Legal Department.
Conduct and maintain continuing review of progress of each contract and provide management with information pertaining to any financial, technical, or commercial difficulties

Basic Job Requirements
Accredited four (4) year degree or global equivalent in applicable field of study and ten (10) years of work-related experience or a combination of education and directly related experience equal to fourteen (14) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
Job related technical knowledge necessary to complete the job
Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
Ability to attend to detail and work in a time-conscious and time-effective manner

Preferred Qualifications
Accredited degree or global equivalent in Business, Construction Management, or Law
Ten (10) years of contract management, experience supporting engineering and construction projects
Strong understanding of contracting principles and legal terms and conditions
Extensive experience and knowledge in contract formation and contract administration required
Excellent interpersonal, communication, and decision-making skills.

Strong understanding and expertise in managing US Government Contracts for all types and associated principles. Working knowledge of the FAR, DFARS, and other related agency regulations.
Experience developing negotiating contract terms and conditions specifically for contracts related to services, construction, engineering, materials and equipment installation.
With the project team, identify the contract baseline, including terms and conditions, specifications, drawings, estimate, proposal, schedule, and other documents incorporated in the contract. Responsible for interpreting contract terms and conditions. Identify areas of risk and opportunity for risk due to ambiguities, omissions, and conflicts in the contents of documents relative to the contract.
Perform contract risk assessments and formulate mitigation strategies
Audit other projects
Execute portfolio assignments as requested
Prepare Project Contract Procedures
Develop contract abstracts for projects and proposals
Lead internal Request for Proposal (RFP) and RFP explanation meetings, contract pre-award meetings, final negotiations, and drafting/finalization of contract documents
Perform contract management post-award activities through evaluating and status contractors' productivity, schedule adherence, contract change management, invoicing and claims
Perform closeout of contracts, finalize outstanding contract issues, issue of final modifications, invoices and coordinate completion of contractor performance evaluations
Review terms and conditions or Special Terms, assess for risk; coordinate approvals from Legal Services
Interface with all levels of the project team - and be able to represent and interface with all levels of internal and/or external management and corporate organization persons; conduct meetings with interfacing disciplines, when required. in the support of scope or commercial term development
Be proactive with contractors to ensure contract compliance, generation of progress, schedules, daily and other status reports, invoices, and supporting documents in a timely manner
Participate in the development of functional organizational talent through active informal and formal mentoring, prepare performance assessments of Contracts personnel, provide "on-project" functional and cross-functional training
Maintain a working knowledge of the Company's Contract Management Standards, programs and goals by planning and applying Contract Management practices and procedures as established by the Company on a project site or in an office through departmental training, Fluor University training and the use of Fluor's knowledge management portals and communities
Stay current/updated with Prime Contract Management practices and procedures; remain informed of current developments and potential changes within the Prime Contract Management group
