The Exchange is a public-private partnership that operates Washington Healthplanfinder, the eligibility and enrollment portal used by one in four Washington residents to obtain health and dental coverage. Through this platform, and with support from a Customer Support Center and statewide network of in-person navigators and brokers, individuals and families can shop, compare and enroll in private, qualified health plans (as defined in the Affordable Care Act) or enroll in Washington Apple Health, the state Medicaid program.

SUMMARY

The Senior Management Analyst position reports directly to the CIO and serves as the expert on complex, multidimensional IT issues. It also functions as the lead for department-level initiatives and organization executive-level reporting and provides consultation to the staff and IT Management and Leadership on topics having organization-wide impact.

The Senior Management Analyst plays a pivotal role in driving IT excellence. This position oversees process improvement initiatives, leveraging Agile and Lean methodologies to streamline operations. This includes developing IT policies, crafting and monitoring performance metrics, and managing communication plans. The Management Analyst also coordinates strategic plan preparation and conducts organizational process reviews, ensuring alignment with departmental goals. Their analytical skills are critical in preparing comprehensive management reports that assess IT resources and their impact on project schedules. These insightful reports, along with the Management Analyst's recommendations, significantly influence expenditure and budget decisions across the department, organization, and state.

DUTIES AND RESPONSIBILITIES
Work with the CIO and IT Leadership to conduct long-range planning, develop strategies, define departmental needs and priorities, and set goals and objectives.
Leads the department's continuous process improvement program. Facilitates process improvement events and develops, oversees and manages the execution of the implementation plans for improvement initiatives related to IT service delivery having organization-wide impact.
Manages the department's performance measures, including development, complex analysis, and accurate reporting. Independently researches and proposes new performance measures to more accurately reflect strategic initiatives, as appropriate. Consults with department leadership on documentation and calculating performance measures. Independently prepares monthly reports of performance measure status, including recommending action plans and tracking the progress.
Participate in BRATS to research, analyze, and monitor legislative proposals impacting the IT department. Present analysis, status, and recommendations for implementing legislative proposals to the IT department and Executive department staff.
Champion effective organizational change management practices.
Independently performs data research and analysis and ensures organization compliance with any IT reporting requirements. Coordinates and consults directly with the state's vendor and OCIO staff to ensure OCIO requirements are met, and data is provided in a timely manner.
Work with the CIO, IT Senior Leadership, and Finance to monitor and track the department's budget and develop strategies and recommendations for the use of available resources to meet short and long-range plans and the department's operating goals within budget constraints. These recommendations impact funding decisions for mission-critical IT projects. Calculates fiscal year and biennium budget projections by analyzing budget history and anticipated and planned expenditures. Notifies leadership of trends or anomalies occurring with the department's expenditures. Develops budget reduction and enhancement packages; analyzes and prepares complex financial reports and presents them to department leadership. Consults with organization and department leadership to develop budget proposals.
Coordinate with the WAHBE Finance department and IT units to ensure that all expenditures (payroll, hardware, software, contracts, etc.) are correctly coded so that WAHBE's IT expenses are correctly reflected. When data corrections are needed, work directly with staff to ensure that figures are corrected in the Finance system.
Utilize financial data and tools to create impactful presentations and reports for leadership.

QUALIFICATIONS

Required:
Four years of experience conducting research; analyzing policies, laws, rules, or regulations; managing projects; monitoring and reporting results; or comparable combination of education and experience AND Associate's degree in business administration, public administration, or a related field.

NOTE: Qualifying experience may substitute year for year for education.
Experience with IT processes such as Agile, Lean, DevOps, ITIL, etc.
Experience working with complex IT environments and budgets.
Proven track record of leading and implementing successful process improvement initiatives.
Proficiency using M365 tools, data analysis, and reporting tools (Word, Excel, PowerPoint, Teams, BI, Visualization tools, etc.) to create reports and analyze data.
Strong understanding of IT Business Management (ITBM) frameworks and best practices.
Strong communication and interpersonal skills: Use judgment and discretion when relating to others; demonstrate effective communication orally and in writing; listen and understand the implications of what others are saying; develop rapport and positive working relationships; present information in a format that can be understood by the audience.
Customer focus and business orientation: Demonstrate ability to meet customers' needs and understand customers' organizations to propose solutions readily; maintain effective working relationships with customers even when there is a regulatory component to the work.
Written communication: Demonstrated ability to convey ideas and information in writing using Plain Talk principles and the standardized language rules. Written documents are clear, direct and succinct.
Must be able to make independent decisions and judgments about work priorities.
Well organized, flexible, proactive, resourceful, and efficient with strong attention to detail.
Strong interpersonal skills: Ability to work with all levels of internal management and staff, as well as outside clients, vendors, diverse populations, stakeholder groups, and customers.
Exhibit confidence and poise in interactions with individuals at all levels.

Desired:
Bachelor's degree in business administration or public administration or a related field.
Experience with change management methodologies (e.g. Aardvark).
Project management skills.
Analysis and problem-solving: Analyzes and interprets statistics or other data and applies information to specific issues; assesses and takes calculated risks. Problems addressed typically have significant organizational impacts.
Change leadership: Identifies opportunities for improving and streamlining work processes beyond specific assignments; focuses on outcomes; takes calculated risks.

SALARY INFORMATION

Full Salary Range: $95,963 to $143,944 annually, with midpoint at $119,954.

Hiring Range: $110,357 and $119,954 annually. This is an estimate of where a qualified candidate can expect to receive an offer.

The actual salary offer will consider candidate experience, skills, qualifications, internal equity, and the market. Our compensation policy reserves the salary range above the midpoint for employees who are meeting and exceeding expectations and for growth and development, up to the maximum.

WORKING CONDITIONS

Core business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. There are times where irregular hours will be required. The preferred duty station is our Olympia, Washington headquarters. The nature of this role relies heavily on remote and in-person collaboration. While a hybrid remote and on-site schedule may be considered, the position will require flexibility to allow for in-office availability as business needs dictate. Travel requirements will be limited, however there may be occasions where an employee is required to travel and work irregular hours to attend meetings or trainings. Duties of this position require the use of standard office furniture and equipment, including setup for remote work. The employee is responsible for providing and maintaining a safe, ergonomic, and secure workspace at their remote location.

SPECIAL REQUIREMENTS
