Position: Director of Career & Technical Education and Secondary and Post Secondary Learning
Evaluated by: Superintendent
Job Description: The Director of Career & Technical Education / Secondary and Post Secondary Learning is assigned to supervise all high schools including the implementation of the district's Career and Technical Education Program. The Director will oversee and provide support for Alternative School, Summer School and Virtual School. The Director will build and support instructional leadership; plan, coordinate, and support high schools in such a way that will enhance educational opportunities for students and staff. The Director will have oversight of Early College , Advanced Placement, and Dual Credit Programs. The Director will have oversight and coordination of off campus secondary CTE programs and adult programs. The Director will conduct performance evaluations of professional and service employees at Mingo County Extended Learning Center as well as the ECA Liaison. The Director will actively participate in the district strategic planning and development and implementation of the annual strategic plan for the Extended Learning Center. The Director will serve on the county leadership team for school improvement.
Length of Employment: 261 Days
Qualifications:
1. Meets provisions as required by the State of West Virginia for Secondary School Principal certification.
2. Hold certification as a secondary teacher.
3. Administrative experience required.
4. Preference is given to individuals who can demonstrate a deep knowledge of the secondary school pedagogy associated with the implementation of the job responsibilities, including successful research based curriculum, intervention, analysis of data.
5. Documented experience of school improvement.
6. Documented experience using assessment data for Measures of Academic Progress such as, General Summative Assessment or other data that has an impact on instruction.
7. Documented evidence using foundational components and latest research of instructional practice, interventions, technology and assessment.
8. High level of proficiency in the implementation and use of technology across the curriculum.
9. Must possess good public relations skills, apply mediation and people skills in problem solving situations.
Responsibilities:
1. Implement and coordinate the instructional program for high school education.
2. Implement effective transition programs between grades 8 and 9 grades.
3. Develop a vision that supports effective instructional leadership.
4. Design and lead professional development in the support of instructional leadership within high schools.
5. Plan, direct and coordinate school improvement necessary to improve student achievement.
6. Provide training for both principals and assistant principals in support of the teacher evaluation process.
7. Assure that exemplary practices and county initiatives are implemented with consistency, pervasiveness, and quality at all grade levels, in all schools.
8. Coordinate and engage in the selection process for high school principals and assistant principals.
9. Plan, initiate, direct and coordinate standards for tests, media, equipment, materials and supplies for high school education.
10. Plan, direct and control a district wide budget for secondary schools education as approved by the Superintendent.
a. Approve budgets of each secondary school and allow principals flexibility to operate within budget.
b. Administer CTE budget including grant acquisitions and disbursement.
11. Monitor School Strategic Plans to ensure that stated goals and objectives are being met and supported by the budgets.
12. Provide direction to principals in solving all problems and complaints at the school level.
13. Train principals in the process of handling parent complaints and the Citizen's Appeal Process and related policies.
14. Collaborate with Central Office Staff to ensure the success of the secondary school curriculum.
15. Train principals in relevant policies and assure compliance with Mingo County Board of Education Policies.
16. Advise and direct principals in monitoring class size and student transfers.
17. Participate in the annual staffing and budget building process.
18. Recommend purchase of equipment, supplies and materials as needed in CTE program.
19. Develops the CTE Local Educational Agency (LEA) plan.
20. Maintains and oversees CTE Data Management System.
21. Coordinate with State Department of CTE.
22. Establishes and maintains an ongoing working relationship with business and industry in the area of CTE training and needs.
23. Assists with monitoring of certification status of all CTE personnel.
24. Oversee Perkins grant funding
25. Establish and maintain relationship with CTE advisory council.
26. Oversight of Alternative Program and Summer Credit Recovery Program.
27. Oversight of Option Pathway/TASC testing.
28. Other duties as may be assigned by the Superintendent.
