As a Senior Program Manager within our Justice Management and Technology Services Market Segment, you will oversee large, complex, and high-priority client programs. DUTIES AND RESPONSIBILITIES:
  • Provide executive, operational, technical, and project guidance to State, County, and local public sector agencies.
  • Provide leadership for client efforts.
  • Guide technical efforts within client programs.
  • Assist team with technical understanding.
  • Support client data operational planning and execution.
  • Work directly with our clients to establish strategy and tactics for client and project success.
  • Develop and execute activities related to end-to-end program management for our clients.
  • Establish and lead enterprise-wide cross-functional project teams. Define, plan, and orchestrate program strategy.
  • Proactively manage work across matrix project teams, monitor and report on execution of deliverables, ensure overall quality, and act as the escalation point for issues which cannot be resolved at the program level.
  • Supervise and develop project managers. Build relationships of trust with all key stakeholders.
  • Create communication plans and interfaces needed to execute responsibilities and advance the client-MCP relationship.
  • Coordinate project resources and deliverables, establish project plans and schedules in Microsoft Project.
  • Ensure key program deliverables are viable, coordinated, and appropriately managed.
  • Apply program and project management best practices in the development, initiation, planning, execution, control, and closing of projects. Drive improvement of current practices and work with the appropriate functions to implement changes or participate in their implementation.
  • Lead regularly scheduled project team huddles/meetings and project progress meetings with clients.
  • Define and track program milestones while developing, maintaining, and reporting on an overall integrated delivery plan.
  • Manage all aspects of the program lifecycle (scoping and requirements through deployment), oversee all phases of the projects are appropriately executed.
  • Influence peers and senior leaders. Mobilize and motivate teams. Set project direction and approach, resolve conflict.
  • Eliminate critical path roadblocks for successful delivery of services. Ensure end results are of the highest caliber with a clearly articulated scope and quantifiable benefit to the client.
  • Assist senior staff to develop and enhance corporate project management standards.
  • Prepare and input monthly backlog projections and resource loading into the Deltek Vantagepoint ERP.
  • Review and assure completion of accounting functions to include billing, revenue, accounts receivables reports/adjustments, and work-in-progress.
  • Manage program financials; validate forecasts and closely monitor ongoing resources and other related project costs.
  • Oversee financial reporting for all accountable projects. Coordinate the development of reports, analyses, and project presentations.
  • Meet defined project budget goals, schedule, and deliverables.
  • Mentor new project managers, junior staff and assist with staff issues. Provide input into staff member evaluations and peer reviews; conduct staff member evaluations as assigned.
  • Ability to travel 25% of the time.
  • Perform other related duties as assigned by management.
SUPERVISORY RESPONSIBILITIES:
  • Directly supervises up to 5 employees within the JMTS (s)
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems
QUALIFICATIONS:
  • Experience implementing and operating software.
  • Experience with large operational data projects lifecycle including definition, build, migration, and integration.
  • Public sector experience in leadership planning role for medium to large organizations.
  • Public safety project planning experience.
  • Experience providing executive guidance and advice to organizational strategic planning.
  • Bachelor's degree (or equivalent experience) in Engineering, Telecommunications, Information Sciences and Technology, Business, or Public Administration or a related field.
  • 10 years demonstrated and applied project management experience managing multiple engagements and project managers in a consulting or professional services environment.
  • Extensive expertise in the use of project management methodologies and tools. Proven ability to manage complex multiple projects and align results to organizational goals.
  • PMI certified Program Management Professional (PgMP) or Project Management Professional (PMP) is preferred.
  • Background with public safety, justice credentialing, or public administration.
  • Exemplary communication skills, both oral and written. Ability to write RFQs, RFPs, presentations, and technical reports.
  • Direct and matrix supervisory experience. Strategic thinking and problem-solving capabilities are required.
  • Program Management for professional services utilizing familiarity with the public sector and public safety environment to establish successful outcomes.
  • Computer skills required: Accounting Software; Contract Management Systems; Microsoft Office; Project Management Software.
