Job Description (8-1-19)

OVERALL OBJECTIVE OF JOB:

To administer and/or to supervise the system wide Accounting operations and/or support functions of the District.
To maintain official financial records for the District.

ESSENTIAL FUNCTIONS OF JOB:
  • Establishes and maintains financial accounting for district including fund accounting, tax office, and other accounts as assigned.
  • Develops and administers policies, procedures, budgets, and related regulatory requirement laws for tax collections.
  • Researches and invests District funds per school code; prepares investment portfolio and cash flow analysis.
  • Ensures accounting functions comply with Audit Guidelines, i.e., GAAP and Single Audit Act.
  • Reviews existing debt service and capital fund management as they apply to bond issues and long range capital projects.
  • Maintains student activity fund and financial records.
  • Assists in the development and planning of budget data, i.e., graphs, charts, history, and tax revenue.
  • Assists management team in preparing fiscal data for labor relations negotiations.
  • Maintains contracts and lease agreements regarding lease obligation schedules.
  • Maintains and oversees the procedures for disposition and acquisition of District fixed assets.
  • Maintains a variety of statistical and financial computerized reports for District.
  • Acts as Tax Administrator for seven municipalities.
  • Supervises and prepares internal financial reports and submits to the Superintendent and Board.
  • Assists with the preparation of the annual budget; estimated expenditures and revenues.
  • Researches and advises long-term fiscal planning.
  • Monitors budget expenditures versus allocations throughout the year.
  • Assists in the development and implementation of the District's purchasing policies, and assures maintenance of proper documentation.
  • Assures that all accounting and record keeping documents and procedures are in order for auditing purposes.
  • Oversees the accounting journal entries, coding reconciliation of accounts, and prepares closeouts.
  • Participates as member of the Superintendent's cabinet.
  • Reviews and submits governmental reimbursement claim forms on a timely and accurate basis.
  • Assists with the negotiations of all District wage and benefits agreements/contracts.
  • Serves as liaison with the management and operation of county-wide systems of school districts with regard to Section 457 Deferred Compensation Plan, Blair County Schools Health Consortium, and Blair County Tax Bureau.
  • Maintains supporting monthly financial statements and prepares documentation to validate totals on monthly balance sheet accounts.
  • Prepares the District's annual financial report along with the accompanying schedules and maintains supporting documentation for the report.
  • Oversees the Tyler Technology Position Control to maintain proper accounting and budgeting for all positions entered in Tyler software.
  • Prepares documentation and accompanying work papers supporting District financial information for local auditors.

  • OTHER DUTIES OF JOB:
  • Advises Superintendent of financial issues or problems regarding fiscal operations.
  • Ensures availability of necessary supplies and equipment.
  • Attends meetings and conferences as required to keep updated on relevant changes, laws, and accounting standards.
  • Interacts with other departments and regulatory agencies in regard to accounting and financial information.
  • Operates computer equipment and software for data entry and accounting procedures.
  • Performs other job related duties as required.
  • Travels as necessary to complete District business.

  • SUPERVISION RECEIVED:

    Receives supervision from Superintendent in regard to daily work duties.

    SUPERVISION GIVEN:

    Supervises business office assistant, tax office secretary and payroll secretary and provides instruction to business secretaries.

    WORKING CONDITIONS:
  • Works indoors in adequate workspace, lighting, ventilation and temperatures.
  • Works with average indoor exposure to noise and stress but subject to frequent or constant disruptions.
  • Subject to constant disruptions during the workday and a high level of stress.
  • Subject to occasional travel to District buildings and/or meetings related to District business.

  • PHYSICAL AND MENTAL CONDITIONS:
  • Must possess hearing, seeing, speaking, smelling, taste perception, and reasoning senses necessary to carry out job duties.
  • Must possess ability to record, convey and present information, explain procedures, and follow instructions.
  • Must be able to sit for long periods throughout the workday with occasional periods of standing, bending, twisting, grasping, kneeling, carrying, pushing/pulling, and reaching necessary to carry out job duties.
  • Dexterity requirements range from coordinated movements of fingers/hands to operate computer keyboard to simple movements of feet/legs, torso necessary to carry out job duties.
  • Sedentary work, with occasional lifting/carrying of objects with a maximum weight of ten pounds.
  • Must be able to pay close attention to details and concentrate on work.
  • Must be able to apply reasonable skills.

  • QUALIFICATIONS:
  • EDUCATION/TRAINING:

  • A Bachelor's Degree from an accredited college or university in accounting or finance (Master's Degree in Business Administration preferred.)
  • WORK EXPERIENCE:

  • 3 - 5 years working experience in the field of accounting with prior school district financial experience preferred.

  • Must possess the knowledge of and ability to practice generally accepted accounting principles and procedures.
  • Must possess the ability to provide sound direction and advice to others in regard to financial practices, procedures, and operations.
  • Must possess the ability to analyze financial information and make appropriate recommendations regarding capital projects, expenditures, and other financial matters.
  • Must possess knowledge of current laws and regulations regarding accounting and expenditures that relate to District.
  • Must possess the ability to prepare accounting and financial statements, and statistical reports accurately and within the required time period.
  • Must be able to manage multiple tasks/assignments at one time with speed and accuracy.
  • Must possess the ability to carry out all requirements as directed by the Superintendent.
