Job Summary

The Recreation Manager of Facilities is responsible for the maintenance of over 50 recreation facilities (playfields, playgrounds and community centers) throughout the city of Milwaukee. This includes oversight of 9 full-time Groundskeepers, 1 Stockroom Custodian, and more than 30 seasonal staff.

Primary responsibilities include coordination of the maintenance and upkeep of recreation facilities; assigning daily activities to work units; orienting and training staff; attending to community requests; and oversight of spending and monitoring of maintenance budget. The ideal candidate possesses the knowledge, skills and ability to ensure grounds and facilities are maintained to the highest level while maximizing available resources.

Salary Range: $76,038 - $109,565

Qualifications

  • Bachelor's Degree in Recreation, Park and Tourism Management; Park Maintenance; Facilities Management; Landscape Architecture, Horticulture, or related field, OR eight (8) years of increasingly responsible experience in the maintenance of parks infrastructure including three (3) years of supervisory and management experience.
  • Minimum three years of experience in the maintenance of outdoor athletic fields, cleaning and maintenance of recreational facilities and associated equipment. Supervisory experience preferred.
  • Certified Playground Safety Inspector (CPSI), or ability to obtain within one year of hire.
  • Certified Park and Recreation Professional (CPRP) preferred.
  • Certified first aid and CPR/AED or ability to obtain within 1 year of hire date.
  • Specialized certifications in areas such as pest control, landscaping and tree maintenance are desirable.


Responsibilities

  • Plans, coordinates and supervises the maintenance of recreation facilities, including inspection, maintenance, management and improvement of playfields and recreation centers.
  • Recommends and implements solutions to provide safe, clean and aesthetically pleasing facilities for community use.
  • Coordinates the daily activities of assigned work units; reviews and evaluates the work of assigned staff to ensure work quality and timely accomplishment of assigned duties and responsibilities.
  • Establishes and enforces work procedures and standards; ensures that maintenance activities are in compliance with all laws, regulations, policies and safety standards.
  • Meets regularly with staff to discuss and resolve project and workload issues; provides assistance and training to staff; works with employees to correct performance deficiencies.
  • Prioritizes projects and inspects facilities to ensure conformance with established policies and procedures.
  • Conducts a variety of administrative activities including records management, employee scheduling, and payroll reporting; maintains inventories and ensures that adequate materials, supplies, and tools are available; reports and resolves safety conditions and security issues; processes and responds to work requests and complaints.
  • Assists in the preparation of the department budget for recreational facilities and grounds; monitors budget expenditures; initiates work order requests for maintenance, and repair; evaluates equipment for purchase and assists in the development of specifications; orders materials and supplies.
  • Meets regularly with top management, internal staff, government agencies, employees, and recreation/athletics staff regarding recreational buildings/grounds and related issues.
  • Works closely with MPS Facilities and Maintenance to ensure efficiencies with shared resources and assistance with project management.
  • Maintains records and prepares reports of work activities; oversees and inspects work of private contractors. Collects data such as work orders, inventory, equipment replacement, purchases, fixed assets to identify opportunities for improvement.
  • Assists in the directing of the department's snow and ice control program.
  • Assists with Milwaukee Recreation Department activities as needed.
  • Serves on various community or department committees as required and/or assigned.
  • Actively supports the MPS Five Priorities for Success.
  • Performs other duties as assigned.
