The AFRL Munitions Directorate (RW) seeks to hire a mid-level DR-03 (GS-14 equivalent) mission level simulation lead in the Engagement and Mission Section of the Modeling, Simulation, and Analysis Branch at Eglin AFB in Valparaiso, Florida. This is a multidisciplinary position and may be filled as Senior Research Engineer (0801), Senior Operations Research Analyst (1515) or Senior Research Computer Scientist (1550). This position is open to all US citizens. This position will lead and manage the technical efforts of the mission level simulation activities at AFRL/RW to include a small team of government civilians and 10+ contractors. The ideal candidate will have the ability and/or experience to lead and manage large and small modeling & simulation teams; ability to align research & development (R&D) proposals to mission requirements; ability to facilitate and monitor contracting actions; ability to multitask and prioritize high volume tasks; ability to plan and execute spend plans in accordance with Office of Secretary Defense goals; support the Strategic Development Planning Process for the Directorate.

Position duties include, but are not limited to:
  • Leads/plans/manages mission level simulation activities
  • Leads team of government and contractor personnel in the accomplishment of mission level analysis of weapon concepts
  • Incorporates data and/or simulations from higher fidelity into AFSIM simulation environment
  • Incorporates data from mission level simulation into campaign level simulation
  • Collaborates with warfighters and technologists to develop models, scenarios and analyses, including defining requirements, schedules & budgets
  • Collaborates closely with the Intelligence Community to discuss and assess all source intelligence in matters related to current and future foreign capabilities
  • Collect/analyzes data, extracts results, and generate/present analysis reports
  • Applies a number of diverse engineering practices, techniques, and processes to identify and resolve issues, as well as ensure resolutions are consistent with program objectives, existing policies, and procedures. Performs analysis and uses systematic, disciplined, and quantifiable approaches to manage projects related to human performance research, education and/or consultation.
  • Determines how best to accomplish multidisciplinary engineering objectives, develops and evaluates alternatives, designs and conducts experiments, analyzes and interpret results, publishes papers and technical reports, delivers presentations of results, and monitors in-house activities.
  • Prepares contractual documents, technical reports, and/or evaluate technical proposals if needed. Develops and maintains collaborations within and outside of AFRL.
  • Maintains a technical and programmatic cognizance of outside technological and research projects and programs; reports status to peers and senior technical leaders as required.
  • Organizes, manages and participates in workshops and technical exchange meetings as required.

Required Qualifications

  • This is a Non-Critical APDP position requiring Level 2 Practioner Certification in Engineering and Technical Management (N). The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
  • Must have at least one year of specialized experience at the DR-02/GS-13 or equivalent grade level.

Desired Qualifications

  • As AFSIM is the primary mission level simulation software for the Air Force, a minimum of 3 years direct experience working with AFSIM is necessary. Five years of experience working directly with AFSIM with 8+ years of mission level MS&A preferred.
  • Demonstrated experience developing AFSIM plugins
  • Demonstrated both hands on expertise with AFSIM and leading a team of developers/users/analysts; experience working with AFSIM program management team; S&E level contractor interactions
  • Strong technical management skills in a lab environment are highly desired.
  • General proficiency in one or more programming languages; C++ and Python highly desired
  • Experience leading mission level simulation analysis efforts; experience with TMAP or ITASE simulations
  • Familiarity with simulation tools both up and down from mission level in the simulation pyramid
  • Basic understanding of software development lifecycle; M&S software development and analysis; software testing
  • Firm understanding of software architecture and interface paradigms; research and development discovery as pertaining to M&S software
  • Model verification and validation principles
  • Mathematical representation of test/synthetic data and simulation output
  • Prediction methods, software and physics principles; visualization techniques/principles
  • Experience working with intelligence community
  • Agile processes and best practices
  • Knowledge of DoD and AF testing facilities, methods, and processes
  • Range safety protocols and processes
  • Design/conduct of experiments
  • Experience with program management; milestone identification and tracking
  • Planning, budgeting, organizing, reporting, critical thinking, communications, team building
  • Briefing technical concepts to senior leadership and peers at technical symposia
  • Knowledge of AF personnel processes and workforce management
