Description

Under the direction of the Deputy Finance Director, the Fiscal Manager will serve as a member of the Finance Management Team with responsibility for the Annual Comprehensive Financial Report (ACFR), core general ledger maintenance, and providing assistance with preparation of the City's biennial budget. The Fiscal Manager performs and monitors complex accounting and finance activities and supervises professional staff.

Essential Duties and Responsibilities

Prepares and monitors the Annual Comprehensive Financial Report (ACFR) which includes interpreting and applying accounting principles, internal control compliance, and compliance with BARS (Budget, Accounting and Reporting System). Assists with the biennial budget process.

Prepares and approves necessary and ad hoc journal entries, reconciliations, implementation of accounting standards, internal controls, and internal audits. Serves as a liaison with the state auditors office.

Prepares a variety of complex reports, statements, and documents to include monthly budget to actual financial reports, extracting data, creating the report, and using formulas to summarize data and prorate budget.

Oversees performance of the department's technology system to include researching and recommending upgrades, identifying and coordinating training needs, and verifying data entry.

Supervises and monitors updates to the six- year financial plan and determines data to be included in the plan; forecasts assumptions, formats for successful communication and recommend action(s); prepares quarterly budget to actuals report to the City Council.

Provides direction, counseling, training, and performance evaluations for subordinate employees; creates work plans and prioritizes projects; sets goals and provides guidance and motivation to subordinate employees.

Assists departments with their budgets ensuring proper coding and accounting of their funds per accounting standards.
Knowledge, Skills and Abilities

KNOWLEDGE (position requirements at entry):
  • Generally accepted accounting principles including fund accounting, cost accounting, principals and knowledge of Budgeting, Accounting, and Reporting Systems (BARS); ability to interpret and apply;
  • Experience in preparing the Annual Comprehensive Financial Report (ACFR).
  • Knowledge of Governmental Accounting Standards Board (GASB) pronouncements;
  • Knowledge of budgeting principles especially Priority Based Budgeting; ability to interpret and apply principals to City activities;
  • Financial statement/report preparation for multiple audiences; internal reports to monitor operations/track budgets; Annual Comprehensive Financial Report (ACFR) for State Auditors; ability to accurately and efficiently summarize data in a prescribed manner or in a way that meets the needs of the reader;
  • Thorough understanding of accounting systems and business operations, well organized and detail oriented.

  • Advanced technical and data analysis skills (Excel pivot tables, various formulas, data queries, SharePoint, Crystal Reports, and other financial software;

  • Ability to establish and maintain effective interpersonal relationships at all organizational levels and with the public.


Education, Experience and Other Requirements

TRAINING, EXPERIENCE AND LICENSING REQUIREMENTS (Position requirements at entry):
A Bachelor's Degree in Accounting, Finance or a related field; and 5 (five) years governmental accounting experience including one (1) year of supervisory experience, or an equivalent combination of education and experience to provide sufficient evidence of the successful performance of the essential elements of the job such as those listed.

PHYSICAL ACTIVITY/REQUIREMENTS:
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
