General Job Summary
Cabinet level position serving under the direction of the Chancellor(s), responsible for providing leadership and oversight for academic programs and services at higher education institutions associated with the West Virginia Higher Education Policy Commission (Commission) and the West Virginia Council for Community and Technical College Education (Council).

Duties and Responsibilities
- Review, develop and recommend statewide higher education academic rules and policies.
- Lead statewide academic initiatives such as coordination of high school dual-enrollment initiative, advancement of open educational resources (OER) programs and co-requisite delivery of math and English coursework.
- Supervise employees in the Division of Academic Affairs.
- Participate in the Chancellor's cabinet meetings and agency and higher education strategic planning.
- Serve as a liaison for the Commission and the Council to the West Virginia Department of Education
- Serve as a liaison with Higher Learning Commission, U.S. Department of Education and other accrediting/regulatory bodies.
- Oversee new academic program approval for regional baccalaureate institutions and community and technical college academic programs.
- Oversee academic program review and program audits.
- Responsible for annual reauthorization process of public, private, non-profit and for-profit higher education institutions that offer associate-level and higher degrees.
- Oversee permitting of proprietary postsecondary institutions, including business, occupational and trade schools.
- Oversee statewide Core Coursework Transfer and Course equivalency agreements (both two-year and four-year) which facilitates uniform transfer of academic credits.
- Coordinate with West Virginia Department of Education for teacher education programs and teacher certification, as well as accreditation of educational programs and dual credit offerings.
- At the specific and express direction of the Chancellor, work with state legislators, legislative committees or other state/regional leaders or organizations on specific higher education policy issues.
- Coordinate statewide meetings and student success initiatives with provosts of public institutions of higher education (IHE), including two-year and four-year schools.
- Responsible for National Council for State Authorization Reciprocity Agreements (NC-SARA) agreements.
- Responsible for professional and graduate school tuition contract programs with out-of-state institutions.
- Oversee statewide international higher education faculty and student exchange and recruitment initiatives.
- Oversee the West Virginia Office of Veterans Education and Training.
- Coordinate the Regents Bachelors of Arts (RBA) and Board of Governors (BOG) degree programs.
- Coordinate with the West Virginia Network for Educational Telecomputing (WVNET)/WV Remote Online Collaborative Knowledge System (WVROCKS) for administration/delivery of online coursework for RBA/BOG programs.
- Lead planning committee for annual West Virginia Academic Administrators Association statewide meeting.
- Coordinate annual Great Teachers Seminar.
- Serve as member of Underwood Smith Teaching Scholars Steering Committee.
- Administer Academic Common Market agreements.
- In coordination with the Division of Research and Analysis, maintain the statewide degree inventory for public (IHEs) (both two-year and four-year).
- Serve as the primary liaison with the statewide Advisory Council of Faculty.
- Responsible for Quality Matters Training and other professional development opportunities for faculty.
- Administer consortium journal purchases and other cooperative activities for West Virginia Educational Resources Library Consortium.
- Serve as liaison with College Board/American College Testing (ACT).
- In coordination with the Division of Student Affairs, organize regular meetings with Admissions officers (both two-year and four-year institutions).
- Coordinate and seek funding for statewide academic assessment committee.
- Seek grant and other external funding to support student success initiatives.
Minimum Requirements
- An earned doctorate in an academic field is required.
- At least seven years of recent, relevant experience as a senior academic administrator at a higher education institution or coordinating/governing body is required.
- Successful candidate will possess expert knowledge of institutional accreditation processes and be well versed in higher education curricular and academic administration culture and procedures.
- An equivalent combination of postgraduate level degree attainment and ten years of directly related experiences may be considered.
- REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Ability to develop new instructional/curricular programs and student learning assessment.
- Extensive knowledge of higher education curricular and academic administration culture and procedures.
- Excellent administrative, supervisory, organization and presentation skills; ability to effectively use computers and technology; and ability to communicate effectively orally and in writing.
- Working knowledge of information technology capabilities and applications for delivery of higher education programs.
- Able to establish and maintain effective working relationships with administrative personnel, faculty, classified staff, students, education colleagues, government officials and the public.
- Achievements in research, publication, membership in professional organizations, and/or success with educational innovations.
- Expert knowledge of higher education institution accreditation processes.
- Commitment to a diverse and inclusive environment and work culture.
